The investigators of Mergellina, those of the Prosecutor’s Office of the Court of Auditors, are convinced of this and are currently conducting an investigation which starts from the collapse of a piece of street Morghen – noble artery of Vomero – on the basis of what happened last February 21st. Do you remember? A chasm that swallowed cars, trees and passers-by (miraculously unharmed) and that spewed mud and debris for days. A not isolated case, judging by the alarms of the previous months, including complaints from citizens, emails and reports from the city municipality. What’s the point? Understand how maintenance money is spent; how the various patches are lowered into a broader strategy for the redevelopment of our roads, underground services, how small or large moments of emergency that strike a clayey and crumbly area like the hilly city are managed.

A investigative trajectory which aims to ascertain hypotheses of failure to use funds or failure to plan, in a scenario that must be told through a premise. What ends up at the center of the investigation by the accounting prosecutor’s office (but also by the ordinary prosecutor’s office, which is proceeding for negligent disaster) is a complex area, especially in a municipality that is emerging from a pre-disaster condition and has recently received a ticket for the future thanks to 1.2 billion euros for the reclamation of Bagnoli and thanks to the maintenance of the so-called pact for Naples. But what does maintenance have to do with the most recent public investments arriving in Naples?

To read the moves of the Court of Auditors, we understand that there is a contact, a hub that links the city’s past and future. In the sense that, if there is no planning capacity, the reliability of the Naples system is lost. And the foundations on which the projects financed by the Pnrr rest are faltering. Strategy and planning thus become – even in the eyes of the judiciary itself – two sides of the same coin: those who do not invest strategically in maintenance cannot aspire to European funding. A premise well known at Palazzo San Giacomo where, precisely on the basis of the Pact for Naples, the new council has decided to invest part of the public funding in the hiring of specialized figures: young employees, officials, managers capable of planning and restoring Naples on the right path. Not the broken one and the perennial repairs, the endless (and expensive) disputes, but the recovery strategy capable of erasing the images of ground zero on Via Morghen.
