Faenza eco-logica thanks councilor Silvia Zamboni of Verdi – Europa Verde Emilia-Romagna for the question presented to the Region on the subdivision of Via Monti and Via Piave, an area flooded in May 2023.
“The responsibility of the Faenza city council emerges in the regional hall, which in February 2024 unanimously approved a subdivision in the flooded area. And he shouldn’t have done it. But what happens now?
It seems incredible that the institutions allow building in a flooded area, especially after having blocked the nearby Ghilana subdivision” comments Faenza eco-logica.
“The region seems to want to wash its hands of it, with the undersecretary Davide Baruffi stating that the responsibility lies with the Municipality of Faenza and that the Commissioner’s special plan will only block subdivisions outside the perimeter of the urbanized territory. In fact, Baruffi assumes that this subdivision is located within the perimeter of the urbanized territory.
Well, from our quick check on the Municipality website, the area of Via Piave and Via Monti is outside the perimeter of the TU Urbanized Territory, as defined by act G. URF n. 172/2018 based on the criteria set out in art. 32 of LR 24/2017 (new Regional Urban Planning Law)”.
“It therefore appears to us that this subdivision falls within the areas for which the Commissioner has foreseen a total block of urbanization, as it is flooded and outside the perimeter of the urbanized territory.
Why did Baruffi say that the area in question is instead within the urbanized territory?
Baruffi adds that if the commissioner’s plan does not immediately block the subdivision, an “adequate hydraulic compatibility study” will still be necessary as a condition for construction.
In short, the last word could once again go back to our confused City Council (hoping that a drama like the Ghilana situation doesn’t happen again).
“A slightly too confusing picture” commented regional councilor Zamboni, “I intend to look into the response received in more detail. In any case, I am not able to define myself as satisfied, I am left with several question marks because from the statements made it seemed that the Region wanted to have a role in judging the plans and provided a measure of coverage for the mayors. It seems to me that this is not the case.”
“We at Faenza eco-logica also want to see things clearly, and we will continue to fight to stop this subdivision and save every corner of greenery left in the city. We underline the importance of active citizens, who, although accused of ideology, are the true sentinels of the territory”.
