Avellino, Social Services, there is a political controversy over hiring: «Stop everything»

The management of the area plan ends up at the center of political controversy. In the eye of the storm are the thirty-eight hirings of professionals planned by the board of directors through public procedures to be announced in a short time. An announcement with an electoral flavor according to i outgoing councilors of the Democratic Party and the Italian disabled movement who ask the prefectural commissioner, Paolo D’Attilio, to block the procedures and postpone the planned hirings until the polls are closed. The response from the board of directors, currently chaired by the mayor of Grottolella, Antonio Spiniello, who took over from Gianluca Festa on the advice of the former council, was immediate: «We simply act in the common interest and in full compliance with what the law prescribes».

The board of directors of the consortium company that manages social services in the 16 municipalities that make up the A4 area with Avellino as the lead has approved the 2024/26 budget and, at the same time, the personnel needs plan as indicated by the general director, Rodolfo DeRosa. In total it has been decided to hire 38 professionals through competitions which should start soon. The objective, repeatedly requested by unions and associations, is to no longer delegate the provision of services to external social cooperatives, but to internalize them through an organic endowment capable of guaranteeing, among other things, one social worker for every 5 thousand inhabitants as required by national directives. The requirement plan will have to get the approval of the mayors’ meeting, which should be held as early as next week. Meanwhile, the controversy heats up.

The PD council group thunders: «It is a fact of unprecedented gravity in relation to which it seems necessary to call into question the prefectural commissioner of the Municipality of Avellino so that in the Assembly he stops this massacre. We cannot allow a new cow market to open in the middle of the election campaign, we cannot allow that after years of inaction, during which the former mayor Festa did everything to manage the area plan as if it were his own thing, finding support in cooperatives involved in very serious legal matters, the consortium company becomes an instrument of further clientelistic operations on the model of municipal competitions branded Festa administration. We have fought for years to free up the Area Plan from the imprisonment of the cooperatives and from any opaqueness, but we believe it is necessary to freeze every functional procedure for new hiring until the celebration of the administrative elections which will not only involve Avellino among the municipalities of the Area Plan”. The stance of Giovanni Esposito, spokesperson for the Disabled Italians Movement, is also tough: «A completely shameful affair on which I urgently appeal to the prefectural commissioner with the hope that he can intervene and block yet another patronage system set up right on the outskirts of an electoral campaign that is still completely confusing. The next municipal administration will no longer have to deal with opaque issues, but rather plan a series of important interventions and proposals to respond to the needs of the territory and of vulnerable categories.”

The response from the board of directors is punctual and rejects all accusations and clarifies: «The forecast of 38 hires is indeed foreseen in the approved staffing requirement plan, but it is clear that with this approval no recruitment procedure was started nor, as reported in other biased statements, members of the commission have been appointed and that in any case no member of the board of directors will be able to hold this role”. On the advisability of starting these selections at the height of the electoral campaign, the board of directors adds: «Since the Municipality of Avellino is led by a commissioner, there are ideal conditions to avoid any possible interference of a political nature and conduct all procedures with maximum transparency, avoiding the feared “cow market”. To further guarantee impartiality, it is considered appropriate to compose the necessary selection commissions with only external members identified among authoritative representatives of the sector”.
