Treasure of 5 million Critical opposition: «Stagnant budget» – Teramo

TERAMO. The approval of the 2023 financial statement was supposed to be the central point of yesterday’s city council but the attention and time, in the first part of the session, were catalyzed by the changes to the regulations on tax revenue, the TARI and the IMU. They were supposed to be topics, taking into account their technicality, to be reeled off in a few minutes but the opposition raised the request to delve deeper into the texts of the amendments, pushing the branch councilor Stefania Di Padova to read the contents of the documents. From the majority, accusations of “obstructionism” rained down on the opposition which, instead, claimed the right to know the subject of the points discussed in the chamber as well as in the commissions. In the end, the three regulations were approved with the minority abstaining.
We then moved on to the main topic of the council: the report, approved in the evening with only the votes of the majority. Councilor Di Padova presented the accounts, starting from the 5 million euros of free surplus that can be allocated to future investments and expenses. And it was precisely this little treasure that was the most contested aspect and became the object of conflict, at times very heated, between the majority and the opposition. The 2023 financial year “confirms a healthy budget” and “closes with an administrative financial result of 58,355,035.56 and with an administrative surplus of 51,029,139.05″, explained the budget councilor , underlining how among the most significant data are those concerning the state of the net assets, equal to 96,241,866.57 euros, tax revenues, equal to 39,277,579.81 1, and non-tax revenues, equal to 6,158,752 .74 euros. The report reports investments of 16 million euros and a surplus of 5 million which can be used for expenses or investments of various kinds starting «from the needs of this city: I am thinking, for example, of the redevelopment of the houses in Via Longo and the extraordinary maintenance of municipal roads to be carried forward”, explained Di Padova, recalling how the accounts now allow the Municipality to return to taking out mortgages where necessary. The councilor spoke of a report that represents a phase of “rebirth and growth of the Municipality, as demonstrated by the increase in per capita income that emerged from recent ministry data” resulting from “careful management that has left the services intact and he didn’t raise taxes.” Instead, you criticize the opposition, also on the timing of the discussion of the report (yesterday was the last day provided for by law ndc). For the councillor Maria Cristina Marroni (Teramo is better) it is a «static statement, with full coffers, continuous changes in the budget due to disputes and where the word investments does not emerge». Laura Angeloni (Futuro In) spoke of “stagnant” reporting, because “a municipality must not have treasures but rather invest”. Caterina Provvisiero (Forza Italia) remaining on the point and referring to the municipal theatre, he said «that such an advance seems incredible if one takes into account that there has not been the ability to plan a space to create culture». By the majority Miram Tulli (Bella Teramo) e Luca Malavolta (Together we can) instead defended the little treasure of 5 million which «will be useful to implement further investments in addition to the 16 million already invested», said Malavolta underlining that «in 2023, unlike the previous two years, the payments were higher to cash receipts, i.e. cash outflows exceeded income”.
