Participatory budgeting, citizens’ ideas for urban public spaces are on the table

The path towards the first participatory budget of the Municipality of Piacenza comes to life, thanks to which not only residents but also those who work, study or carry out voluntary activities in the city – the so-called “city users” – will be able to nominate their own projects for implementation ideas for the improvement of urban public spaces. You have until Sunday 2 June to send the proposals through the dedicated portal sianzapartecipa.it or physically return – to the Quic in Viale Beverora, to the Participation Office in Piazza Cavalli and in all the municipal libraries – the appropriate paper form available at the same locations.

PROMOTION OF CITIZEN PARTICIPATION

The initiative, promoted by the municipal administration in partnership with Csv Emilia and the Provincial Education Office, is financed by the Emilia Romagna Region through law 15/2018, for the promotion of participation in the development of public policies. A total amount of 210 thousand euros is available which will allow the completion, in 2025, of at least 7 projects – or, if a different number, until the allocated resources are exhausted – among those whose feasibility has been approved by the Technical Commission who will delve deeper into the contents and, subsequently, will be among the most voted for by the community.

“PUBLIC INTEREST IS FUNDAMENTAL”

“We have established – explains the councilor for Participation Serena Groppelli – some basic criteria, starting from the public interest that the candidate ideas must have as a fundamental reference. Only investment expenses can be foreseen for public maintenance or regeneration works, or for the purchase of durable goods, for example street furniture, with a cost between 20 thousand and 30 thousand euros including VAT. To ensure a fair distribution of resources in all areas of the city, we have deliberately set the limit of a maximum of two financeable projects for each of the 7 areas into which Piacenza has been divided through neighborhood workshops and in each of which, in the next weeks, an information meeting open to all interested people will be held.”

THE CALENDAR OF DATES

These are the dates on the calendar: Monday 6 May, from 6.30pm to 8.30pm, Spazio 2 in via XXIV Maggio 51 will host the in-depth study dedicated to Sant’Antonio, Borgotrebbia, Veggioletta and Infrangibile, while on Tuesday 7th there will be a double appointment: from 6.30pm to 8.30pm, residents and visitors of Quarto, Vallera, Pittolo, La Verza, San Bonico and Besurica are invited to the parish hall of San Vittore; from 6pm to 8pm, the Betania hall of San Giuseppe Operaio, in via Ottolenghi, will welcome people interested in the surrounding areas of viale Dante, via Veneto and Piacenza Sud, including the Stadio and Galleana areas. Wednesday 8 May, from 6.30pm to 8.30pm, joint meeting in the parish hall of Santa Franca, in Piazza Paolo VI, for Farnesiana, Baia del Re and San Lazzaro (zone 4) and zone 5 consisting of I Vaccari, Mucinasso and Montale. Thursday 9th, in the former primary school of Mortizza in via Botti, an appointment dedicated to Roncaglia, Gerbido, Mortizza, Bosco dei Santi, Chapter and Borghetto, while on 10th May, from 6.30pm to 8.30pm, in the setting of Palazzo Farnese it will be the turn of the center historical area – from via Taverna to via Roma, to Piazza Cittadella – and of the Cheope area.

PIACENZA PARTICIPATE

On the Piacenzapartecipa.it website you can consult all the details on the membership procedures and the eligible proposals, for which the voting phase – following approval by the technical commission – will be from 12 September to 5 October, online or through the dedicated stations set up in various points of the city.
