Lecce: The debate took place on the topic: “Public Order”

The conference organized by the Uil Police took place today at the Convitto Palmieri in Lecce, which saw the important topic of Public Order at the center of the debate.

The works were opened by the Provincial General Secretary of Uil Police Lecce Salvatore ANNESI who, thanking all those present, highlighted the importance of managing public order by the police forces, not seen as a limitation on demonstrating but on the contrary precisely that of doing so freely through respect for the rights of others.

After the institutional greetings of the Mayor of Lecce Carlo SALVEMINI, of the Commissioner of the Province Dr. Vincenzo Massimo MODEO of the President of the Province Stefano MINERVA and of the Vice Prefect, the Seminar entered the heart of the debate: The Hon Congedo highlighted the importance of emergency personnel who, with great professionalism, manage to maintain the right balance between respect for individual freedoms and protection of public order differently from what happens in other countries; the Hon Stefanazzi instead underlined that the introduction of new criminal cases is not the main path, we must instead work on prevention, as was done for the TAP, providing more tools to the police to go in this direction.

The National General Secretary of Uil Police Vittorio COSTANTINI placed the emphasis on the “Workers” who guarantee the maintenance of public order, professionals in the sector who carry out their service in compliance with the rules who are sometimes subjected to the media pillory if they use the tool, truncheon, which the State provided them to carry out their institutional task. To reduce social tensions and therefore street demonstrations and/or unrest, politics must do its part through dialogue and cohesion. Finally, it becomes essential to provide and provide at a contractual level a series of protections and guarantees for law enforcement operators even if with the current allocations it seems to be a mirage.

Benedetto ATTILI, National Manager of the Uil Defense and Security Department, highlights the sensitivity of the topic since our Constitution is called into question: where does the freedom to demonstrate end and the right of others to be protected to safeguard their own freedoms begin? How can you authorize a demonstration by a social group if on the same day you give the possibility of demonstrating to an antagonistic group! Politics must therefore play its part by protecting police operators also with modern equipment and with rules that help them to do their duty and the interests of citizens. The resources to be allocated for these purposes become fundamental because the protection of the emergency room operator and safety in general must not be considered an expense but an investment.

The political proposal of the parliamentarians present was important as they collected the requests coming from the debate, on the subject of economic resources to be allocated to the contract and protections, to take charge of presenting a motion to the finance commission, of which they are members, for the provision of supplementary pension which the young talents of the security and defense sector absolutely need in the future.

Prof. Nicola Grasso’s speech was very interesting as he analyzed the topic in its subtle doctrinal facets, highlighting the necessary balances dictated by our legal system regarding freedom and respect for the rules.

At the end of the debate, the numerous initiatives implemented by the Uil Confederation in favor of the category were indicated by Uil Puglia General Secretary Gianni RICCI: Caf, Patronato, Adoc, Servizi and finally, very important, the new protection of workers who are victims of duty .
