PESARO – Green light from the City Council (20 in favor and 10 against) to the resolution “Waste tax (TARI) – Update of the Economic and Financial Plan years 2024-2025 and approval of tariffs for the year 2024″. It was presented by the Councilor for Penalty Andrea Nobili who said: «Every two years the Municipality of Pesaro, like everyone else, must update the PEF (Economic Financial Plan), covering the four-year period 2022-2025. The update adapts the Plan on the basis of the increases recorded in 2022-2023 (expensive petrol, inflation, increase in the cost of employee contracts) by Marche Multiservizi to provide the services it carries out for the Municipality. Increases which amount, for Pesaro, to approximately 1 million euros (of the total 21,462,000 euros). On 19 April, the ATA (Territorial Area Assembly) meeting took place during which the 5.6% increase in the TARI rate for the Municipalities of the Area was decided, which we bring to the vote of the Municipal Council on Monday (within the legal deadline). A percentage that the Municipality of Pesaro managed to reduce to an average of 4%, both for non-domestic and domestic users. The vast majority of this second category will have a lower percentage increase.”

And he did it by taking action two levers. «The first foresees broadening the tax base; that is, we have increased the surfaces that fall under the TARI calculation. An additional 100,000 m2 of tax base was added to spread the costs (and reduce them as much as possible). The other leverage is given by the work done to fix e regulate “uncertain” situations and which rewards, also in this case, the “loyal” taxpayers who in Pesaro, I remember, are many, just under 90%. And what we are proud of.”

Nobili recalled the Anti-crisis fund of 300 thousand euros to allow the families most in difficulty to pay half the fare.

There was no shortage of controversy with Dario Andreolli (Lega): «The resolution is one of the most disappointing pages of this legislature for the economic and environmental impact it entails. Today’s 4% increase was preceded by last year’s 3.7% increase; that of 5.6% will follow, as forecast. An increasing trend which, in the three-year period, will exceed 10%”. And again, «MMS profits are decreasing, other choices could have been made. It is inevitable to ask ourselves the environmental issue. Over the years, the overall approach to how we consider waste has never changed. Because the Tari is lowered if planning is structured, if investments are made that guarantee the transformation of the idea we have of waste to be considered as a situation to be managed with systems that we don’t have today. And we suffer the consequences.” The councilor continues: «We are forced to take waste out of the territory, a situation that weakens the company that provides environmental services; company that makes profits to have dividends that it manages in the ordinary balance sheet. We must reverse a course that weakens our company (which does not have free-market systems), the city (because it is forced to take waste outside) and our economy (due to the overall increase and because it does not generate environmental benefits)” .

Castellani (A city in the Municipality) recalled that «the increase in tariffs is imposed on us by Arera». While Giulia Marchionni underlined: «We are the city with the highest Tari in the Region. A tari that in the five-year period 2018-22 increased by over 12% compared to the national average of 7.7%. A significant investment was made on the bins, which reduced the number of staff needed for the service, but which did not correspond to a discount on the user tariff”.

Vanzolini of the M5S: «Inevitable resolution. I appreciate the effort to contain the increase.”

Giampiero Bellucci (Pd) noted: «Let’s give citizens information that helps them understand what they pay, why and how. On plant engineering, «we need to do our best. Next objectives, to put the theme of the environment and waste management at the center of transversal and integrated programming.”

Criticisms from Daniele Marauder (Fdi): «Arera has given the possibility to increase tariffs from 3 to 9% Pesaro has chosen a higher tariff than the minimum allowed. We have a company that makes profits and, at the same time, one of the highest TARI in Italy.” On the punctual tariff, “we’ve been talking about it for years and we’re behind.”

Councilor Anna Maria Mattioli (Pd): «In Ancona there was an increase of 7.49%, how can you say that our tariff is among the highest in Italy? The Administration managed to contain the increases to 4% and confirmed the anti-crisis fund for the payment of the Tari which will support those in need”.

In the end Dallasta: «Against the resolution: you are asked to separate waste and the TARI increases; to make a new landfill and the rates increase; intelligent bins are placed and taxes increase. We propose innovations saying that they are an effort to reduce bills and they increase anyway.”
