Lombardy, Maione: “No to new authorizations for the conversion from biogas to biomethane”

The interventions connected to the construction of a plant for the production of biomethane, if it is located within a zootechnical installation subject to Hague and does not foresee an increase in the number of animals reared beyond the established thresholds, will not be subject to new environmental authorizations , without prejudice to the need for any site-specific assessments by the competent authorities. This is the interpretation given by the Lombardy Region regarding a request received from the Province of Cremona. “It is a clarification that the agricultural sector has been asking for for a long time. While waiting for a specific national law, the Lombardy Region has decided to anticipate and clarify the legislation. Environmental sustainability is also pursued in this way” declared the Councilor for the Environment and Climate of the Lombardy Region, Giorgio Maione.

Numerous plants are being designed and built in the regional territory aimed at converting the biogas produced by the anaerobic digestion of organic matrix (mostly livestock effluents) into biomethane destined to be injected into the network like natural gas (or fossil methane). In the context of discussions held with bodies and operators in the sector, the need for clarification emerged regarding the environmental authorizations actually necessary for the conversion of biogas into biomethane and the correct qualification of the modifications involving the installation of production plants of biomethane compared to AIA regulations. “We have carried out technical assessments on the environmental aspects: in fact the preliminary biogas purification process leads to the elimination of polluting and odorous components. The upgrading phase for the production of biomethane does not generate additional polluting emissions indicated by national legislation” concluded the councilor.
