A real patronage system at the technical office of the Municipality of Aversa but also the difficulty in winning tenders called by the Authority. A system in which the interests of private individuals would have been guaranteed by the municipal machine which would have allowed the realization of “wicked projects” oriented only and exclusively to maximum profit.
These are some of the revelations made by some entrepreneurs to the Carabinieri of the investigative unit of the Aversa group at the dawn of the investigation into bribes for building permits which led to the arrest of 8 people, including the municipal manager Raffaele Serpico, the surveyor Geppino Minale and entrepreneurs Alfonso and Yari Cecere, father and son.
The investigation started in June 2021 from a complaint from the former mayor Alfonso Golia who forwarded to the Prosecutor’s Office a request for access to documents made by Yari Cecere, owner of the Atena company, in which the entrepreneur allegedly complained the control activity, relating to the building permit for the building in via Linguiti, carried out by the Municipality offices, considering it unfair and oppressive. A control activity that would have been accompanied by two anonymous complaints, about which Cecere filed a complaint.
The carabinieri therefore went to the Town Hall and acquired the documentation relating to the construction site in via Linguiti. From the investigations it emerges that the ‘anonymous’ complaints were, in reality, fully founded. Anomalies immediately emerged such as the fact that the Serpico manager and the Minale rup had concluded the procedure for the cancellation of the building permit with the acknowledgment that the company had “reduced” the volumes by eliminating 4 offices and 2 apartments on the ground floor (the homes were moved to the upper floors). In short, the permit was not canceled even though the inspection revealed that the permit had been issued on the basis of a false representation of the places before the intervention.
At that point the carabinieri delve deeper both with telephone tapping activities but also by installing cameras in the Municipality, in the offices of the manager Serpico and the surveyor Minale and in the corridor.
