«Tax reform awaited for over 50 years, now is the time»

“We have been waiting for tax reform for over fifty years.” He underlines it the president of the Order of Chartered Accountants and Accounting Experts (Odcec) of Salerno, Agostino Soave, yesterday, on the occasion of the conference «The legislative decrees of the tax reform and the new codes», organized at Chamber of Commerce from the ODCEC of Salerno, which continues to follow the work of systematizing the tax legislation after the approval of the reform last year. «The objective of the reform – explains Soave – is to redefine, in a more organic way, the tax legislation which, in recent decades, has seen a succession of rules substantially disconnected from each other which have also led to some interpretative difficulties, especially to citizens and businesses and, sometimes, even to us professionals.”

THE OBJECTIVES

«This seems like the right time. Something more – Soave claims – could have been done, but the financial aspect is fundamental and there are not many resources available and, therefore, a lot of work was done on simplifying the tax law, but it was not possible to affect what was the main objective, namely the reduction of the tax burden. The objective is, through the biennial preventive agreement, to recover financial resources useful to be able, if anything, to intervene at least on the lower middle class”. Yesterday’s meeting, also sponsored by the National Council of Chartered Accountants and Accounting Experts (Cndcec), was attended by, among others, the chartered accountant Salvatore Giordano and the treasurer of the Cndcec, Salvatore Regalbuto. «The tax reform – Regalbuto noted on the sidelines of the conference – aims to create a more coherent tax system, simpler as far as possible and more attentive to a discussion with the taxpayer that anticipates any conflicts». «In this context – he continues – in light of the enabling law issued in August 2023, we have arrived at twelve implementing decrees that are outlining this path, which from our point of view is absolutely relevant and coherent». And he explains: «The first is that of legal certainty», by virtue of the fact that «tax legislation is fragmentary»; the second is represented by «simplification, given that we have very articulated and complex models of declarations and related instructions»; then, the “fight against tax evasion”; finally, the fourth objective is “the reduction of the tax burden”, for which “we intend to also reduce the tax burden as regards middle class taxpayers”, concludes Leo.
