AdSP Livorno, final balance sheet for 2023 approved

The Management Committee of the Port System Authority of the Northern Tyrrhenian Sea approved in today’s session the 2023 management report, which closes in the sign of continuity on the investment front, confirming good capital solidity and revenue growth.

From the accounting data referring to the past year, and presented by the administrative manager Simone Gagliani, it emerges that the Authority has committed 121.5 million euros to the modernization of the ports of the System, more than double the amount invested in 2022.

Of these, 82 million euros were disbursed by the State and allocated in part to interventions for the electrification of the docks of the ports of Livorno, Piombino and Portoferraio (76.15 million euros), to the work of resecting the access channel of the port of Livorno, Torre del Marzocco side (3 million euros to which add another 4.3 million of own resources and 13.5 million euros from the EIB loan) and the acquisition of an area within the Interporto Vespucci in which to build the new cold warehouse of the Livorno Cold Chain project (1.3 million euros).

The port authority has instead financed various interventions with over 14 million euros of its own resources, including the dredging works of berths 10,11, 36A, 38 and 75 of the port of Livorno (6.8 million euros) ; the restoration and reconstruction works of a portion of the wall facing of the Fosso Reale at the Dutch ports of the Fossi circuit (722 thousand euros), the definitive design activities for the construction of the works connected to the ATF of the port of Rio Marina and the restoration of the second section of the coastal road of the Quagliodromo of Piombino (for 500 thousand euros).

Also noteworthy are the expenses for extraordinary maintenance, which in 2023 amounted to 2.7 million euros and investments in port security (1 million euros).

Current revenues amounted to 48 million euros, an increase of 6.9% on 2022. During the year, the AdSP collected 26.8 million euros between port taxes and anchoring fees, with an increase on the previous year by four million euros.

As of 31 December 2023, the administrative surplus for the year has decreased by almost 50 million euros compared to the beginning of the year and today amounts to a total of 99 million euros, of which 62 are used in the 2023 budget forecast to cover of the financing of the planned works.

During the session, the Management Committee then approved the Annual Report, through which the AdSP reviewed the activities of a very challenging year. In particular, the document highlights the strong commitment made by the organization in terms of environmental and energy sustainability.

In 2023, in fact, not only were the tenders launched and subsequently awarded for the design and construction of the electrification interventions on the docks of the ports of Livorno, Piombino and Portoferraio, but the financing was also acquired by the Ministry of the Environment on the Green Ports project for the implementation of some important interventions aimed at increasing energy efficiency and reducing CO2 emissions. These include those for energy efficiency of the Port Authority headquarters and the Livorno Maritime Station, implementation of the Port Authority’s fleet of machinery, relamping of the public lighting systems in the ports of Livorno and Piombino, and sensorization of the lighthouse towers .

The report then shows how in 2023 the organization has multiplied its efforts on the training front, with the final objective of promoting a generalized improvement and raising the skills and professionalism of port workers. As part of the 2021-2023 Training Intervention Plan, a total of 12 training projects were admitted for financing. Six have already been liquidated and another six are in the process of liquidation.

“A very positive picture emerges from the final balance sheet and the annual report just approved, which confirms a solid balance sheet and orderly keeping of the accounts” states the president of the AdSP, Luciano Guerrieri. “The report only consolidates the path traced at the beginning of the year and represents a viaticum to continue working well and always doing better: the Authority’s priority objective remains that of continuing to accompany the sustainable growth of our ports, while aiming at raising the levels of competitiveness, safety and quality of work in the port sector”.
