The document, proposed to citizens who will soon have to go to the polls for municipal elections of June 2024, aims to inform and make people reflect on important issues for the development of Pavia. In order to exploit this election for improve and enhance the Pavia area.
Wanting to offer food for thought to spark dialogues focused on development, the document presents the current situation of the city of Pavia. Clearly demonstrating what the strategic strengths which should be valorised to increase growth, and which ones instead need improvements.
The initiative, presented Monday 21 April 2024 in the Pertusati Hall of the Curia of Paviais curated by: Emanuele Cusa, Luisa M. Mimmi, Andrea Zatti, Giampaolo Ioriatti and Daniele Manelli.
Proposal offered by the social doctrine of the Catholic Church
The document therefore, proposed by the diocese of Catholic church and developed by the group of School of Citizenship and Participation through three seminars in which local professionals took part, wants to focus the attention of citizens and candidates on some strategic points: the relationship with Milan and competitiveness, valorisation of the territory and sustainable development, social policies.

Chapter 1
This chapter focuses on the strategic strengths on which the city of Pavia should work to increase its development. It’s based on three aspects that are very distinct from each otherstrategic resources that enhance its potential and demonstrate the critical issues present: the beautyThe knowL’inclusiveness.
- The Pavia area boasts priceless beauty in its own right cultural heritage, historical, landscape and artistic.
- For centuries now Pavia has concentrated its meticulous attention to the importance of knowledge. Just think of the excellences present in the area, such as the University of Pavia (national point of reference), the IUSS, the Eucentre and Chips-IT foundations, the CNAO and the institutes belonging to the CNR.
- L’breaking down barriers of all kindswhich go against inclusiveness, a fundamental aspect for social development.
Chapter 2
The proximity to the Lombard capital, although it may be an advantage, brings numerous critical issues to Pavia. Competition against a big city like Milan could negatively influence the development of small businesses less developed urban areas that risk being identified as suburbs without personality. Therefore, it is necessary to transform these negative aspects into efficient strategic strengths, exploiting the proximity to Milan to the advantage of the Pavia area.
Professionals in the sector, in fact, aim to optimize the Pavia-Milan proximity with a different approach from the one used in the past, so as to overturn this critical issue and transform it into a point in favor of our territory.
Chapter 3
This chapter of the proposal focuses on the aspect of environmental sustainability and the beauty of the area. Present and future mix through generations to make the environment understood and protected, considering it strongly linked to territorial, economic and social aspects.
Among the various proposals contained in this chapter we find:
- enhancement of waterways,
- redevelopment of abandoned areas,
- measures designed to benefit students and young people,
- coordination between municipalities,
- public transport and sustainable mobility.
Chapter 4
The chapter focused on social policies, brings to light the vastness of the macro-area, encouraging the continuous extension of the proposals. The current problems are clear and therefore we need to work to counter them and ensure that they are resolved, such as: gap between rich and poor, birth crisis, social hardship and population aging.
It was thought to use Consortium for Social Services of the Pavia District as a meeting place for collaboration between public and private, making use of some ideas that see some already present realities as protagonists. The main areas covered, which according to professionals require multiple improvements, are: care for the elderly, disabled and minors, The support for families (so as to encourage an increase in births), andpay attention to the suburbs.
These proposals are not complete, in fact they require constant improvement for the development of social policies, increasing well-being and assistance to the citizen.
