L’AQUILA – Below is a note from the architect. Antonio Perrotti of the Comitatus Aquilanus
“Yesterday I participated in yet another ‘effective’ debate on the new Regional Urban Planning Law organized by the Order of Architects of L’Aquila and I had all my doubts confirmed (highlighted for some time and many times!!).

First of all, the uselessness of the Perimeterization of the Urbanized Territory was highlighted due to its reconnaissance nature as opposed to its binding effectiveness for the future Municipal Urban Plan and for the certain urban planning and fiscal conditioning for all the areas included.
The same would create a (useless) transitional phase of uncertain management, preparatory to the new PUC, opening a decisive question: why not avoid uncertainties and disputes and create the PUC directly with strong financial support to realize green areas and services??
More generally, the practicability and effectiveness of the “ideological/programmatic premise of “containment of land consumption” was questioned as all the interventions reiterated the uselessness of this objective for at least 90% of the Municipalities, confirming my original indication to limit these indications to some coastal areas and above all to the Chieti Pescara Metropolitan Area, perhaps pursuing them with a more concrete and effective regional Special Project!!
The very protection of agricultural areas has been put in crisis by having ignored the arrogant intrusiveness of photovoltaic systems and by the analysis carried out by prof. Andreassi who dissected the many possible improper interventions, which, for unidentified tourist and/or animal shelter purposes, could extensively contaminate the agricultural territory.
Particularly enigmatic (but emblematic!) were the architect’s interventions. Properzi and Technician Di Marcello who highlighted the desire to overcome the (annoying and binding) Landscape Plan in force for a more extensive (and probably more permissive) new PRP or (even!) through the new PUC; (in this sense I invite you to follow the urban planning/regulatory evolution that we will have on the Teatina coast, on the alluvial areas between the Saline and the Piomba and on some other areas adjacent to the coast on the Teramo coast).
The real municipal problems regarding planning for the application of the public part and for the insertion and increase of a green network remained unresolved; nor have the urgent forecasting and technological solutions aimed at facilitating a real ecological and energy turning point in urban fabrics been outlined.
Finally, the question of the economic coverage of all the new bizarre and unrealistic planning remained latent together with a complete disinterest of the administrators who wisely tried to evade the abstract regulatory reflection formalized by the Region”.
