The decision of the Campania Water Authority on the Naples North District arrives: 55% under public control, the remaining 45% under private control. Carpentieri (Femca Cisl): “The race is now underway”

Ok to the entry of private individuals into theaqueduct of North Naples, which also includes the populous municipalities of Pozzuoli, Giugliano in Campania, Mugnano, Melito, Marano and Villaricca, as well as the islands of Ischia and Procida. The green light for mixed management of North Naples District it came from the Executive Committee of the Campania Water Authority (Eic), in yesterday’s session at the headquarters in via Alcide De Gasperi. In the past, 100% public management had been decided and the statute of the new company already existed. But the project failed and has now changed to a mixed public-private project, on the model already tested with Gori in Campania. The new management provides for public control at 55%, with private participation at 45%. Now we will have to wait for the public tender to find out if there are any private companies interested.

Satisfied Venanzio Carpentieri, General Secretary Femca Cisl Campaniawho comments: “We have always maintained that this would have been the best choice, even for the area falling within the District of Naples North. However, this is only the first step, now it is essential that those responsible act quickly for the identification of the private partner”.

The ok to private individuals for the management of the North Naples District

The Executive Committee gave the OK to the approval of North Naples District Area Plan and to the redetermination of the form of management of Integrated Water Service, in line with what was resolved on the occasion of the North Naples District Council of 28 March 2024. The choice to opt for a joint company allows us to guarantee the continuity and quality of the Integrated Water Service, while avoiding the privatization of the service: the control public will be at 55%; strategies, investments, decisions, tariff definition and governance will be totally under the control of the public sector.

Naples Aqueduct, here are the new digital meters: they read themselves and detect illegal connections

L’Eic in a note he explains:

The involvement of the private partner, however, will bring know-how, operational capabilities and investments to progressively improve the Integrated Water Service in an area that has long suffered from significant deficiencies and which has been excluded from Pnrr funding due to the lack of a unambiguous management and the requirements necessary to participate in tenders. Thanks to the joint work carried out over the years with the Coordinator Luigi Sarnataro and the North Naples District Council, it will finally be possible to fill the gaps through a virtuous path that marks a moment of fundamental importance for the entire area of competence of the North Naples District Area . All this is part of the strategy of the Campania Water Authority, aimed at defining methods and criteria for the takeover of all existing management by the managers of the Integrated Water Service, ensuring the supply of water with equivalent quality levels throughout the territory.

And he concludes:

We are taking a significant step towards strengthening and improving the Integrated Water Service in the North Naples District. This decision confirms our commitment to clear and transparent management, in line with the set objective of creating the conditions for an efficient, effective and economical service. The path undertaken for the North Naples District allows us to ensure that strategies and investments remain firmly under public control.

Carpentieri (Femca Cisl): “Now the race”

Venanzio Carpentieri intervenes on the matter, General Secretary Femca Cisl Campania:

We are pleased to learn of the approval by the EIC Executive Committee of the Naples North District Area Plan and the redetermination of the form of management of the Integrated Water Service, with mixed public/private participation (55% and 45%).

Venanzio Carpentieri, Femca Cisl

We have always maintained that this would have been the best choice, even for the area falling within the District of Naples North. However, this is only the first step, now it is essential that those responsible work quickly to identify the private partner. We hope that what is happening in the Sannita District will not be repeated, where the inaction of the competent bodies has literally paralyzed the current manager, Gesesa, with dangerous repercussions on workers and potential risks for the guarantee itself
of service to citizens.

It is essential to prepare the tender notices, entrust the service and get the new company started. Only in this way, for Northern Naples as for Sannio, will it be possible to truly talk about strengthening and improving the Integrated Water Service, and of an efficient, effective and economical service. All this combined with further actions to be implemented, jointly with the Social Partners, to safeguard current employment levels and to guarantee serenity and a certain future for workers.
