TRENT. The pressure on the RSA system in Trentino is great and there are almost 1300 beds missing, and a reorganization of them is necessary. This is underlined by Upipa who, at the end of a series of meetings organized in the provincial territory, also brings out an interesting fact: there are three “hidden” RSAs in the province, i.e. 209 beds which, even without building new structures and in some cases with small renovations, they could be made available to lighten waiting lists.

“It’s about 73 places that lie idle because they are unauthorized, another 73 could instead be obtained by transforming the same number of single rooms into doubles with an adequate size and 63 are classified as residencesa service on which the pressure is far less than that on the RSAs” explains the president of Upipa Michela Chiogna, who specifies: “What emerges is one answer not yet sufficientthis compared to the target given to us by the Province in 2009 and corresponding to 10% of those aged over 75″.

In the Trentino RSAs managed by Apsp (public personal service companies) at the moment 4618 places are authorisedof which 4,030 affiliated and 588 private, representing 84% of the total authorized bedsto which are added those managed by private individuals: the problem, however, is that the population has aged quite a bit and, if we take the latest available Istat data and apply the same parameter, the authorized places should be 6416, with the APSPs expected to manage 29.2% more than now.

Another important theme concerns the fact that the distribution of places in RSAs across the provincial territory is not homogeneous and strong imbalances are also present in the distribution between private places and affiliated places.

“There are areas served beyond the target and highly penalized areas such as Val di Nonthe Val di Solethe Ledro Valley and the Adige Valley – specifies Michela Chiogna – and the distribution of private seats is also uneven, for this reason We ask the Province for attention and a careful response also on the forecast of places for the near future”.

The president of Upipa then focuses on the extraordinary supplementary contribution for RSAs, of approximately two million eurosconfirmed for 2023 in recent days by the provincial council: “The foreseen provision evidently serves, and will serve, to bring the budget of the vast majority of our structures back into balance, the problem, however, is the method: the correct one would be aadjust the fees immediatelyso as not to then have to ask for extraordinary interventions. Our request is therefore that of structured planning which allows us to achieve a balanced budget through the adjustment of the fees and financing granted”.

Closing Michela Chiogna faces the staff theme operating in the RSAs: “We are close to the professionals who work in our structures, we often interact with them and we are always also available to discuss with their representatives. In practically every meeting in recent times we have talked about need to be able to increase the presence of nurses and health workers compared to the number of beds to accommodate those who are faced with more onerous working conditions, connected to the severity of the users’ health situation”.

Central themesin this regard, are those of the training and of specialization: “We know that a lot needs to be done, with adequate structures and resources starting from the presence of a right number of places and professionals in dementia units. It is clear that we must also intervene decisively on the professional enhancementwhich necessarily passes through career progression and contractual recognition”.
