BUSTO ARSIZIO – The Library System becomes “Busto-Ticino-Valle Olona“: green light in the culture commission for the new convention illustrated by deputy mayor and councilor for culture Manuela Maffioli. But on the new name of the System, which it accepted a year ago 11 municipalities in the Gallaratese area remained “orphans” of the Panizzi System (which had been dissolved), there was a mystery that caused discussion: “cut off” Gallarate, the geographical definition “Ticino” was preferredwhich also includes the Malpensa area.
The new convention
In front of the culture commission gathered in the hexagonal room, the deputy mayor Manuela Maffioli spoke about the genesis of the new convention that Busto Arsizio is called to approve Tuesday evening, April 23, in the city council. «From 10 municipalities we became 21, after the dissolution of the Panizzi system of Gallarate – the words of the culture councilor – it gratified us but led to an increase in the burden of administrative work. And just a year after the “doubling”, we had it the opportunity to rewrite the text of the convention of the library system”.
What changes
A document that does not present substantial changes, except on the voting methods. «Each municipality contributes to the system at a rate per inhabitant, paying 30 cents per inhabitant, while the existing convention provided for one vote for each municipality – reveals Manuela Maffioli – a reflection has begun on this aspect». Which led to reviewing the decision-making system: majorities (simple or two-thirds) will be formed on the basis of «the quotas/inhabitants of the associated municipalities» and no longer like before, when it was “one Municipality, one vote”.
The yellow of the denomination
As regards the name, deputy mayor Maffioli announced that the choice of territorial reference has been «confirmed» – Busto Arsizio – «but expanding the geographical description to the municipalities closest to Malpensa», with the definition “Ticino” which is wedged between “Busto”, which remains the “Centro Sistema” municipality, and “Valle Olona”. However, the idea of adding the city of Gallarate to the name was rejected, as a reference center for the area of the former Panizzi library system, in Busto Arsizio. Not without some controversy, which evidently remained under the radar. And in the commission the innovations were welcomed positively by all the council groups. Alone the Democratic Party, with its group leader Maurizio Maggioniabstained, defining the broader territorial sharing as «positive», but recalling that it was «aa need that had already arisen for some time» and on which the Democratic Party had also already asked the administration to account.
