Grosseto. The ordinary meeting of the members of Epg Spathe investee company, which includes the 28 municipalities of the province of Grosseto, which manages the ERP housing real estate assets (public residential construction).

The president of Epg Mario Pellegrini, together with the directors of the Board of Directors, Annamaria Schimenti, Guido Mario Destri, Daniele Brogi and Cristina Bizzarri, with the support of the general director Corrado Natale and the deputy director, Marco Paffetti, reported during the meeting on the performance reported for the year 2023 of the corporate governance of the Spa, as required by the relevant legal regulations in force. Also present were the company’s statutory auditor, Federico Mensi, and the members of the board of auditors, with the president, Elena Insabato, and the members Daniele Moretti and Gianluca Ancarani.

“As regards the management of ERP properties, we record a surplus of 81,151 euros – comments the president of Epg Spa Mario Pellegrini. The latter sum will be allocated to the purposes set out in regional law 2/2019 for maintenance interventions on the ERP assets owned by the various municipalities in our province. A positive result, essentially due to the over 3 thousand accommodations we have under management and the regional funding used for the maintenance of the remaining accommodation, i.e. those to be reassigned, but also from a rigorous control of expenses”.

“Among the various aspects to highlight for the year 2023 – comment the councilors Destri, Schimenti, Brogi and Bizzarrithere is that of maintaining the quality system, with the ISO 9001/2015 0Accredia Italiano quality certification, which concerns the design procedures, management of works for new constructions of existing buildings and works, control and coordination of maintenance activities ordinary and extraordinary and procurement management. The latter was all done with our own staff within the company, therefore without additional costs”.

“As for the year 2023 – explains the general director Corrado Natale –, the average monthly rent for accommodation has dropped compared to 2022, going from 103.51 euros to the current 97.26 euros, while, as regards the arrears data relating to the year 2023 alone, the latter stands at 5.77 %, a decrease compared to the figure recorded on the same date for 2022. which was 6.11%. Finally, the ‘historical arrears’ figure is 0.91%. Therefore, a decrease compared to that of 2022, which was 1.01%”,

“The activities of our company – they conclude president and councilors – is aimed almost exclusively at the management of ERP housing assets intended for social purposes. Consequently, its operations are not aimed at maximizing profits, but at increasing, conserving and enhancing the assets managed, as well as achieving an increasingly better level in the quality of the service provided”.

Epg Spa data and numbers

Currently, 3,272 accommodations are managed by Epg throughout the province of Grosseto, of which almost half, 1,518, are owned by the Municipality of Grosseto. Following, among the most conspicuous, Orbetello with 374, Follonica 273, Monte Argentario 239, while the Municipality of Castel del Piano has no Erp housing.

Among the main missions of Epg Spa:

  • fully cope with the ordinary maintenance of housing;
  • improve the state of conservation of the heritage most in need of maintenance interventions;
  • keep arrears under control, intensifying practices for the recovery of debts for rent and accessories;
  • start new construction sites for the construction of approximately 40 Erp homes, as well as various extraordinary maintenance works of considerable importance;
  • to be able to have other areas available for public residential construction.

28 units made up as follows: 1 manager, 3 managers, 24 employees. 12 women, 16 men, all with permanent contracts, of which 14 graduates, 13 with a high school diploma and 1 with a middle school diploma.

Housing maintenance work 2023

Maintenance work in accommodation assigned in 2023 has significantly increased compared to that of the previous financial year. Overall, 838 maintenance jobs were handled compared to 761 the previous year. The number of maintenance interventions on the existing accommodation increased compared to the previous year: 79 accommodations were maintained and as of 31 December 2023, a further 30 accommodations were under renovation, with construction sites open.

It should be highlighted that, due to the generational turnover of the assignees, old accommodation is increasingly being vacated, requiring greater interventions and consequently the related maintenance costs are increasingly higher. On average, in a year the company manages to maintain approximately 75/80 accommodations, however, in recent years many more have been freed (for example in 2023 there were 106 compared to 79 maintained).

Managing the maintenance of accommodation involves considerable bureaucracy as each accommodation to be fixed up becomes in effect a construction site, and therefore requires dedicated safety plans, preliminary notifications, often also the drafting of building practices, thermal projects, timely checks to be carried out part of the DL and the CSE, as well as its precise accounting, both because the maintenance budget must be respected, so much so that every year it is necessary to draw on other funding.

Please note that the Epg Spa must support the costs of ordinary and partly extraordinary maintenance mainly with the income from the rental fees invoiced to the assignees of the Erp accommodation, as required by Regional Law 2/2019, and only marginally and sporadically can count on regional and/or state funding; in 2023, extraordinary maintenance works were carried out on ERP buildings financed for a total of 1,138,498 euros.
