L’AQUILA – In the meeting held yesterday 18 April 2024 in the Regional Council on decentralized bargaining, we learned from the General Director Eng. Antonio Sorgi, on the sidelines of the meeting, of the intention to resume the legislative project for the creation of the Employment Agency of the Abruzzo Region which will essentially absorb the Employment Centres.
Already a year ago Sorgi himself had brought to the attention of the Trade Unions and the RSU table a draft law for the establishment of the agency which essentially said very little about the services, the methods of operation, much less the conditions of the employees, a plan apparently abandoned after the opposition of trade unions and workers and which is back in vogue just a week after the establishment of the Regional Council and the appointment of the new Councillors.
We express doubts, as we have done previously, first of all with respect to the timing of this choice which, not made in 2018, is instead proposed again six years later in a phase in which, also following unsuccessful experiences on the national territory, various regions have backtracked. Thinking of pursuing an anachronistic model indicates a lack of careful evaluation of the repercussions both on the quality of services and on the quality of working conditions for those who provide those services.
We are also convinced that the quality of public services must always be traced back to an organizational model that expresses programming and the “mission” of this Region and not to the adoption of simplifications dictated by a desire to outsource services and make them less and less subject to control. both from an operational and hiring point of view as well as from a possible increase in costs for the public community.
We await the comparison with little confidence that the motivations will truly be supported by programming that will be able to improve the activities linked to the provision of LEPs, the achievement of objectives and the improvement of workers’ conditions.
