With union resolution no. 54 today, the date of Sunday 16 June for the election of the foreign deputy municipal councilor of Mazara del Vallo was made official.

Pursuant to article 34 paragraph 4 of the municipal statute “In order to ensure full integration between the immigrant communities and the citizens of Mazara del Vallo, the municipal council participates on a permanent basis and with consultative functions, to be exercised in the prescribed and by the council regulation, a representative elected from the non-EU community, resident in Mazara del Vallo, with a vote called for this purpose. The election is regulated by a specific regulatory instrument approved by the city council. The term of office of the deputy councilor is equal to that of the municipal council”.

The regulation referred to in the Statute, then adopted by the City Council on 10 February 2011 and modified with council resolution no. 105 of 8 October 2019, provides that the election of the foreign deputy municipal councilor will take place “on the Sunday following the one set for the renewal of the Municipal Council”. As is known, for the election of mayor and city council there will be voting on 8 and 9 June, together with the European elections, and therefore – by regulation – the scheduled date for the election of the additional foreign councilor is Sunday 16 June.

Subsequently, in the 2014-2019 council, the elected Deputy Foreign Councilor was Prof. Mohamed Ali Soualmia.

Subsequently, despite the regular convocation of the electoral rallies for the election of the foreign deputy municipal councilor on the Sunday following the first administrative round of 2019, no candidature was presented within the established deadlines. Therefore in the 2019-2024 council period the Mazara del Vallo City Council did not have any foreign councilor representing the non-EU resident community.

The amendment made to the regulation provides that: “In the event that due to the absence of candidates the election of the Deputy Councilor is not carried out, the Municipal Administration proceeds, no later than 12 months from the date of election of the Municipal Council, to call of a new election.”

They are eligible to be Deputy Foreign Councilor foreign citizens not belonging to the European Union who meet the following requirements: age of majority, according to Italian law; registered residence and uninterruptedly in the territory of the Municipality of Mazara del Vallo for at least 4 (four) years; not having had any criminal convictions either in Italy or abroad, to be certified by self-certification; regular residence permit or residence card; sufficient knowledge of the Italian language.

Submission of applications: Between the 30th and 25th day before the elections, the candidatures must be submitted to the Municipality Secretariat (with the signature of at least 75 voters).

Active electorate: Voters are foreign citizens not belonging to the European Community and not Italian citizens who have reached the age of majority, according to Italian law, on the date of the election and who have had uninterrupted registered residence in Mazara del Vallo for at least 2 years.
