CALTANISSETTA. The conference organized by the Prefecture on “Good performance in the management of local authorities” took place at the Michele Abbate cultural center in Caltanissetta.
The proceedings, introduced by the Prefect Chiara Armenia and moderated by Dr. Francesco Cerisano of the newspaper ItaliaOggi, the Prefect Marco Valentini, Councilor of State, Dr. Salvatore Pilato, President of the control section of the Court of Auditors of Palermo, Dr. Maria Grazia Vagliasindi, former President of the Court of Appeal of Caltanissetta and Dr. Fabio D’Anna, Attorney General at the Court of Appeal of Caltanissetta.
The initiative, aimed mainly at the mayors of the province and the members of the local administrations, the municipal secretaries and the managers of the public administrations, was born from the desire to create an opportunity for discussion and reflection on the delicate issue of the management of the local authority.
In particular, during the event, in recalling the constitutional principles of good performance and impartiality, as guidelines to guarantee correct administrative action based exclusively on the pursuit of the public interest, the centrality of the Municipalities which must constitute the first point of reference for the citizen, stimulating a relationship of trust in the institutions.
The in-depth analysis also concerned the administrative-accounting aspect, with specific reference to the difficulties encountered by the Municipalities in administrative management also in relation to the increase in skills which does not correspond to the adaptation of human and financial resources, with consequent growth in the risk of breakdown.
Finally, attention was paid to the delicate issue of the criminal liability of Directors and managers with reference to the various types of crimes against the Public Administration contemplated by the penal code, also in light of the recent reform interventions.
Due to the concreteness and topicality of the topics covered, the conference aroused great interest among those present who expressed deep appreciation for the initiative aimed at providing useful support for daily administrative action and strengthening the synergy between institutions and bodies serving the common good.
