(Adnkronos) – “In Italy we have around 40 million buildings, of which almost half were built in the immediate post-war period, with poor-quality materials and cost-saving technologies, without concepts of durability on materials”. The analysis is by Bruno Finzi, president of the Structures Commission of the Order of Engineers of the Municipality of Milan. He illustrates it during the “General States of digital engineering – Building the technological future of Milan and the country”, organized by the Order of Engineers of the Province of Milan at the Civic Aquarium of the Lombard capital. “Italy had to be rebuilt quickly,” Finzi contextualizes, “and these buildings from the ’50s and ’60s have reached the end of their useful life. At the very least, they need to understand the state of health they are in, per our national legislation.” “In Italy we have an incredible percentage of buildings without a permit: 15 million out of 40 of the total are without correct documentation. The problem is coming to a head, because during the deed phase the notaries ask for the cadastral documentation and the certification that what is being sold corresponds to the current state of affairs. We do not have national legislation that allows us to remedy these situations”, continues Finzi, mentioning the proposal in the Ministry’s drawer to provide for the amnesty. In 2016, an article was introduced into the Milan building regulations to provide for buildings over 50 years old to be unusable for buildings over 50 years old without certification. A rule “challenged at the TAR 6 years ago now by Assoedilizia because it was considered oppressive towards property owners”, explains Finzi. “Today other magistrates have committed other parts of the PGT and the Building Regulations in Milan: there is a lot of talk about sustainability, but the best sustainability in Milan and in Italy is to try to regenerate buildings built without a durability perspective. Demolition and reconstruction should be the objective of all of us, technicians, politicians and real estate. Instead they force us, as structural engineers, to keep crumbling skeletons standing so as not to demolish them.
