Everything to do again. The final decision of the administrative justice has arrived on the tender for the awarding of the new works Ruggi hospital in Salerno which will have to be built on the former Finmatica land not far from the current structure that houses the Salerno university hospital.
The Council of State rejected the appeal of the SIS consortium and confirmed the first ruling of the TAR which, on the appeal of the lawyer Lorenzo Lentini, on behalf of the Eteria consortium, made up of the temporary grouping of Caltagirone and Rcm companies, had requested the cancellation of the tender due to obvious errors and anomalies. The contract to assign the 360 million euro works will therefore have to be completely redone after an initial assignment which had entrusted the works to the Eteria consortium and then, at a later stage, changing the methods of calculating the score on the basis of the time offered, had assigned the contract to the second in the ranking, the SIS consortium, thus triggering a series of appeals to the administrative justice system. judges of the first section of the TAR had spoken of a dystonia and an irremediable conflict both between the provisions of the specifications and within the formula for calculating the score for the fixed-term offer. And while the region, even with the help of the ANAC, had started working on a second tender, the SIS consortium had presented an appeal and stopped the drafting of a new tender. In fact, the promise of the president of the Campania region Vincenzo De Luca who, recently speaking on the issue, had once again hoped for the possibility of opening the construction site and starting work by spring, has faded.
