“In the home-saving decree there are interventions that we judge positively, which we have always requested to allow the weakest and most disadvantaged classes of the population to access benefits for the redevelopment of buildings, and other aspects on which we instead express strong criticism, from changes in intended use for bureaucratic administrative simplification. This is what the confederal secretary of the CGIL, Daniela Barbaresi, and the general secretary of Fillea, Alessandro Genovesi, declare.

The union leaders explain that “we give a positive opinion, also in anticipation of the application of the community green houses directive, on the expansion of interventions in the free building categories, of the construction and executive tolerances which allow the non-establishment of building violations, with a diversification depending on the size of the property, the overcoming of the obligation to double conformity and the realignment between deposited projects and actual execution without interventions that modify the external shape”.

Instead, they underline, “on other aspects of the decree we find elements that seem particularly critical. As regards changes in intended use, the impact on urban planning standards and therefore on the provision of public areas envisaged by the municipal plans should be taken into account , as there is no obligation to find additional areas for services of general interest, nor for the minimum provision of parking. The rule – argue Barbaresi and Genovesi – would be a harbinger of a potential increase in urban planning load in already dense urban areas”.
