Now the bills are arriving, with high amounts also due to the increases due to the late payment interest accrued in the meantime. The problem is that these fines were already partially canceled by the former de Magistris administration. With GC Resolution n. 169 of 2020, in the midst of the Covid-19 emergency, the ZTL “Mezzocannone”, “Centro Antico”, “Piazza del Gesù” were temporarily converted into pedestrian areas, with the adoption of a specific Management Ordinance. Following this provision, many categories of citizens, authorized to transit in the pedestrian area, did not submit a request to enter data to the competent Service, with the consequence that, between June and July 2020, thousands of citizens were charged of administrative sanctions, although they fall within the categories to be authorized for transit.

The then Mayor intervened on the issue, recognizing as legitimate the numerous protests of the citizens, who in absolute good faith had incurred the fines, and it was also issued, with Resolution GC n. 331 of 2020, an act of political and administrative direction to the competent offices, in order to implement any action aimed at canceling the high fines for accessing the aforementioned temporary pedestrian areas, an act which, however, has no longer been followed up.

And he adds:

In fact, after 5 years, hundreds of Neapolitan families in recent days have been notified by the company that deals with collection on behalf of the Municipality of Naples, of thousands of tax bills for amounts of up to 4-5 thousand, in some cases even 10 thousand. euros, due to the increases due to late payment interests accrued in the meantime.

It is clear that the majority of these citizens are not in the economic conditions to be able to afford such outlays. It should also be considered that the temporary pedestrian areas were established in a phase of full pandemic emergency, during the lockdown and the closure of most economic activities, when it was also extremely difficult for citizens to pay those fines. .

Therefore I believe it is a duty, for substantial justice, that the Administration adopts every useful action to meet the citizens’ requests, and evaluates, at least, the possibility of asking citizens to pay only the original amount of the sanctions, canceling the further increases, or in any case providing for the possibility of deferring payment in several installments.

If this is the way to recover taxes, that is, by harassing honest citizens who have already paid their debt to the Municipality, then we are seriously worried. The collection method must have an impact on historical tax evaders, those who have always paid cannot be prosecuted. They cannot continue to operate in this way and this is why we have presented an urgent question in the chamber for the next council with which we will ask the competent department for clarity and to take control of the situation.
