The text message in question invites you to contact the number 8938939911 for “a social-assistance communication that concerns them” (the grammatical error is present in the message), as explained on the site cittadinanzasocialenews.it.
The communication should immediately set off alarm bells in the recipient, as the INPS and other institutions are not used to sending communications so generic and unclear.
