Frosinone, fire risk: Mastrangeli issues an ordinance

From 15 June 2024 to 15 October 2024 it is prohibited in areas at risk of forest fire and in those immediately adjacent to them (wooded, bushy or tree-lined areas, including any man-made structures and infrastructures located inside, cultivated or uncultivated land and pastures neighbors): light fires of all kinds; use flame or electric tools to cut metals; throw or place on the ground any lit or burning material; carry out actions or operations which, in any case, could create immediate or intermediate fire danger; carry out pyrotechnic activities; transit and/or park vehicles on unpaved roads within wooded areas with the exception of service vehicles, emergency vehicles and vehicles for agro-forestry-pastoral activities in compliance with the rules and regulations in force.

The ordinance, signed by the mayor of Frosinone Riccardo, also specifies the provisions for the bodies owning or concessionaires of the roads, owners or concessionaires of the railway networks, concessionaires of water, sewerage and purification networks and the reclamation consortia, for the bodies managing the electricity network, as well as for owners of production and/or commercial activities with a high explosive and/or flammable risk located in areas at risk of forest fire or in those immediately adjacent to them. The provisions regarding pyrotechnic activity are also specified. Furthermore, the ordinance illustrates the obligations to create protective strips, the bans on burning stubble and plant residues, the bans on burning spontaneous vegetation on uncultivated and fallow land and their management, together with the provisions for the management of wooded areas and tourist and hospitality activities.

Failure to comply with the obligations and prohibitions indicated will result in the application of sanctions, including criminal sanctions, already provided for by current regulations. Any other violation of the provisions of the ordinance for which a specific sanction is not already provided for is punished with an administrative sanction ranging from a minimum of 25 euros to a maximum of 500 euros, pursuant to art. 7 bis of Legislative Decree 267/2000. For anything not provided for in the ordinance, please refer to the provisions of the “Regional plan for prediction, prevention and active fight against forest fires 2023 – 2025” approved with DGR of Lazio 228/2023.
