Reggio, the meeting on the “Points construction site” in Confindustria

The Youth Group of Confindustria Reggio Calabria, in collaboration with the Ance Youth Group, and the orders of Engineers and Architectsorganized the“Point Construction Site” eventor as better specified by law the “Credit license for safety on construction sites”. Until the relationship of trust between the operator and the bodies proposed for control is recovered, a solution will never be found, we will always find the entrepreneurs on one side and on the other whoever should be inspecting. It is a law that penalizes, rather than helps, entrepreneurs, and this especially in the southern regions. The laws are there, there is no need to go and make others, we have built the world, if an entrepreneur has a problem he cannot be penalised, but must be helped, this is how a better society is built”.

After President Vecchio, speeches followed: Giuseppe Lombardo, acting president of the Confindustria RC Youth Group, Nicola Irto, president of the Ance RC Youth Group, Francesco Foti, president of the Order of Engineers RC, and Santina Dattola, representing the Order of PPC RC Architects.

The detail of the Legislative Decree 19/2024, known as PNRR Decree 4, which introduces the “Points-based licence” for safety on construction sites, to improve safety standards through a system of credits and penalties, was dealt with byengineer Antonino Ughettini, of the Labor Inspectorate. «The legislator’s attention is certainly in the sector where there is the highest incidence of accidents, which is construction, for which he wanted this new regulatory system, which is not so new, as already in decree 81 of 2008, article 27 provided for a points-based licence, the current government has followed up on it, completely reformulating it”.

Concluding the meeting was Michele Laganà, president of Ance Reggio. «This new regulation was introduced following episodes that obviously leave bewilderment within our world, which are part of an extremely complex system. A system that should be monitored not so much from a sanctioning point of view, but more from a cultural safety point of view, by rewarding, for example, companies that invest in this sense. The license will come into force on October 1st, but leaves numerous questions. We are ready for this new challenge, even if I would have liked, and would like, to invest a lot in an anticipatory way and not in a punitive way.”
