EPEE publishes its final position on Training and Certification – I&F ONLINE

At EPEE we publish:
EPEE, the association representing the refrigeration, air conditioning and heat pump sector in Europe, recently published its position on the Training and Certification Draft Implementing Act required by the F-Gas Regulation. This document is intended to clarify the certification requirements for professionals working with fluorinated gases and alternatives such as NH3 and CO2.

As interpreted by EPEE, Certificates B and C of the Training and Certification Draft Implementing Act are intended for individuals seeking certification for all alternative refrigerant activities. However, installers who work exclusively with alternatives do not fall within the scope of the F-Gas Regulation and therefore do not require such certification.

EPEE proposes a structure divided into four categories for certificates:

  • Category A*: for small systems in the residential sector, with specific charging thresholds for HFC and a dedicated threshold for HFO.
  • Category B*: for all positions and activities described in Article 2(1).
  • Category C*: for the recovery of fluorinated gases.
  • Category D: For leak checks.

EPEE highlights the importance of the safe management of equipment containing flammable or toxic gases, or operating at high pressure, but calls for further discussions to avoid conflicts with existing qualification programs in Member States and not to create obstacles to the adoption of alternatives.

The association highlights that F-Gas certification cannot replace the skills needed to install, diagnose, control, maintain and dismantle various refrigeration, air conditioning and heating systems. Furthermore, remember that employers must take measures to guarantee the safety and health of workers, through information, training and prevention.
