Trieste, 11 June – “The main objective of bill 19 is to put the Region in a position to guarantee the public interest, of the environment and of citizens in important sectors such as the water service and the management of urban waste which must be organized in an integrated way, avoiding increases in costs for the inhabitants. The path that led us to the drafting of this measure began a year ago through discussions with all operators in the sector complex, we want to combine public and private interests”.
This was stated this morning in the Regional Council in Trieste by the councilor for environmental protection Fabio Scoccimarro while participating in the work of the IV Commission.
During the session it was underlined that, based on national legislation, the territorial organization of these services is based on the principle of single government through overcoming fragmentation and achieving adequate management dimensions.
“The implementation of the principle of uniqueness – the representative of the Council recalled – also represents the final objective of regional law 5 of 2016, voted almost unanimously by the Regional Council. A result that the Region can encourage through aggregation processes in compliance with current legislation”.
“For this reason – Scoccimarro pointed out – bill 19 introduces a measure that aims to stimulate corporate merger operations by incorporation, provided for by article 2501 of the Civil Code, of in-house companies with total public participation that manage the integrated water service and the integrated urban waste management service, providing for the granting of incentives in favor of the Municipalities that hold shares in the company to be incorporated”.
