In the investigation by the Genoa prosecutor’s office which led to the arrest of the Ligurian governor Giovanni Toti, an opaque management of the Covid vaccine procurement process also emerges, together with new funding from private healthcare entrepreneurs.

As regards the pandemic, the crime hypothesis formulated against Toti and his head of cabinet, Matteo Cozzani, is that of forgery. For the judges it is in fact possible that the numbers relating to contagion in the Region have been inflated to obtain more vaccines from the commissioner structure led by General Paolo Figliuolo. A scenario that emerges from some interceptions obtained thanks to a bug installed in the office of the president’s right-hand man. «What was the problem… that I had already made up, he took them, what happened increased them again», says Cozzani. That “he” is President Toti: «When he sent them back to me I wrote to him: “but damn pres, but I’m out” and he said: “I increased them a bit”, and I: “but I had it I’ve already done it”, and he says “fuck tell me you’ve already done it, wait a second”… oh well».

The other strand is more complex, recalling the main one of the investigation. The investigators are in fact investigating the funding that some entrepreneurs linked to the world of healthcare allegedly gave to Toti’s electoral committees. Completely legitimate maneuvers, from a formal point of view, but the magistrates’ suspicion is that contracts and agreements have arrived in exchange for these resources. The judges’ attention is focused on some revenues of the Change Foundation exceeding 40 thousand and carried out, again according to the prosecutors, by some entities active in the affiliated and private healthcare sector. Among these there would also be Casa della Salute, a network of specialist clinics controlled by the Italmobiliare group of the Pesenti family, which in Liguria has experienced a real boom since its birth (in 2013), and today has 29 structures, with 900 employees employed including 450 doctors.
