Plan common actions as best as possible and accelerate the procedures for the construction of the new hospital in Narni and Amelia as much as possible, after the ruling of the Council of State (Section IV, n. 2830/2024 of 25/3/2024) which rejected the appeal promoted by some owners of the expropriated land for the construction of the hospital. It is with this aim that a new meeting was held between the Region, the Municipalities of Narni and Amelia and the Local Health Authority of Umbria 2, convened by the Regional Department of Public Works, Infrastructure and Transport.
Having examined the state of the proceedings, the representatives of the institutions agreed, actively collaborating with each other, that the Municipality of Narni should first of all reiterate the decree of expropriation of the land, which will then be placed in its possession. As soon as the expropriation decree is obtained, the Regional Public Works Service will convene the Services Conference to approve the hospital project.
It was also agreed to urgently schedule a meeting with INAIL, the financier of the intervention, to ascertain the methods and times for transferring ownership of the area and the construction project to INAIL so as to allow the Institute to proceed with the construction of the hospital in the shortest possible time and on subsequent delivery to the regional health system.
The Region, Province and Municipality of Narni will develop a plan for the management of road traffic near the construction site which will be activated for the construction of the hospital; at the same time the Region will formalize the request to ANAS for a definitive, stable and easy structuring of the connection with the Terni hospital.
The times and methods for using the 2021-27 FSC (Development and Cohesion Fund) funding will be verified, in particular that of 2.5 million euros for the junction connecting the hospital to the existing road system, proceeding as soon as possible with the construction of the related roundabout, together with the financing of 3 million euros to eliminate the crossing of the same Regional Road 205 from the center of Amelia and speed up traffic flows towards the hospital from Amerino.
