Give more space for rivers, strengthening the containment of floods upstream, “setting back” the current embankments and making them resistant to overflowing. Develop and implement innovative strategies for the phenomena of slope failuregiven the high number of landslides (over 80 thousand), largely newly activated following the events of last May. Again: improve the current ones forecasting ability meteorological, hydraulic and hydrogeological aspects to more accurately evaluate the expected effects on the ground. Finally, temporary safeguard measures to prevent the increase in urban planning burden, excluding new construction in flooded areas or at risk of landslide, outside the urbanized perimeter, awaiting the update of the Basin Plans.
These are, in extreme summary, some of the guidelines contained in the Preliminary special plan, presented today in the Region, in the Council Commission. The document was drawn up by the Po River District Basin Authority, in collaboration with the Emilia-Romagna Region, within the working group chaired by the support structure for the Special Commissioner. The regional council took note of this last Monday.
The preliminary special plan contains the first intervention strategies and planning guidelines. It will be updated and completed in June 2024 when the definitive special plan will see the light, which will also include the list of structural and non-structural works and interventions. Furthermore, the Region will shortly launch a process of active involvement of communities that were affected by the flood, citizens, the productive world and administrations. A path that aims to share the information contained in the Special Plans and listen to the requests coming from the territories.
