We didn’t know, for example, the identity of the person who, while Yari Cecere was taking care of the maintenance of his extra lux boat or was fussing over getting a quote in Forbes, was putting lines, plans and elevations on paper to reconcile measurements that could never have been reconciled for the simple reason that it is the building of Street

We didn’t understand that between the Municipality’s technical office and the architect Raffaele Truosolo had developed a constant line of contact maintained by Minale himself who periodically, but in any case within a very short space of time, received money so that he could have confidential documents left by the Municipality of Aversa which then passed from the studio of the architect Truosolo to that of the ‘architect Anna Cavaliere, technician for the Cecere family, and with a past as a public administration employee in the Municipality of Gricignano. In just a few months in three tranches of 550 euros and one of 250 euros he pocketed 1,750.00 euros. In exchange, under the aegis of the manager Raffaele Serpico, without whom those documents would never have been able to leave the Municipality, he allowed the Ceceres to present SCIA, variant building permits to try to fix things.

And here, allow us, we want to take some credit. Because if these people were forced to start running, to even take out of the offices of the Municipality of Aversa the stamps used on documents drawn up by Cavaliere and arrived in Truosolo’s office, providing traces and possibilities for work, investigation to the investigating magistrates and to the judicial police, it’s because CasertaCe hammered every day.

But this merry band could fix all the cards in the world, but faced with that little house in Via Linguiti, which had become the ridiculous parameter for a demolition and for a reconstruction with a hundredfold greater volume, there was little that could be done if in fact the judicial authority had made a good effort to check and verifyas happened with the fundamental assistance of the Carabinieri of the investigative department of the Caserta group. All the suspects in this first provisional indictment, whose names correspond to almost all those subject to a precautionary detention order under house arrestare under investigation for the crime of corruption in competition with each other pursuant to articles 319 and 321 (punishment for the corruptor) of the penal code.

March 29: the surveyor Giuseppe Minale recovers from the municipal archivesbut let’s face it, he was all stealing from the archives which he could only access thanks to the manager Raffaele Serpicodocuments relating to the practice “Prestige Sporting Club” which inserts into the discussion a further name of a suspect, in this case of a suspect, for the same crime of complicity corruption, that of Maddalena De Gaetano that she is the owner of that property, also reduced to house arrest.

April 9th: Minale pockets the first 500 euros from the Ceceres having received the mission to arrange favorable documents for the preparation of the case.

April 12: only three days pass and this time the bribe must be sanctified with the humiliation of the most important institution in the city: the architect Raffaele Truosolo, in fact, goes to the rooms of the municipal building and it is there that he delivers it, evidently in the name and on behalf of the Ceceres, another 500 euros to Minale.

In this case the joukebox is activated in order to proceed with the settlement variant presented for the construction site in via Linguiti and for the variant of the building permit relating to the Russo-D’Amato case.

May 4th. The alarm goes off: Giuseppe Minale meets Cecere and the architect Truosolo and tells him to delay in presenting the certificate of usability as he has received news of an inspection ordered by the judicial authority.

1st of June. It’s the day of indecent Proposal. Cecere meeting the usual Minale at Bar La Placa comes up with an idea: because Minale doesn’t let himself be entrusted with the task of carrying out the inspection? In this way, the cost of not submitting the SCIA could have become money to be put into the public official’s pocket. In short, an extra. Also in this case, if Cecere can propose this to Giuseppe Minale it is because he knows well that the director Raffaele Serpico is also part of the corrupt group.

June 11th and July 12th. It is precisely during the day from 12 July that Minale receives an additional 250 euros from Cecere. To explain this further bestowal we must take a small leap back to explain the story of the stamp, previously only mentioned. With that stamp on 11 June Minale signed, inside the private offices of the Cecere studio, the variant of the building permit concerning the property in via Linguiti.

Therefore, the delivery of 250 euros which took place in the first seconds of the further meeting on 12 July, finds its logical sense, albeit technically criminal, in the agreement closed a month earlier in the Ceceres’ study, where even Minale carries the seals with him of the Municipality, taken from the technical office and which he could never have taken without the approval of the manager Raffaele Serpico. Because, in 2022 Minale was no longer an employee of the municipality and therefore had no right, we repeat, to wander around, or rather to constantly stay in those offices where Serpico evidently used him for certain “jobs”
