Health, transport and work. Calà (CGIL): “Backward Liguria”. Toti list: “Data not real”

Liguria. “The system of services to citizens in Liguria has important gaps” is how Maurizio Calà, General Secretary of Cgil Liguria, comments on the data made public in the BES report (Equitable and sustainable well-being composed of Istat and Cnel data) “The data highlights the Ligurian backwardness in some sectors such as local public transport, waste and environment, health and work and I believe they should question local politics and administrators”.

According to the report, local public transport in Liguria records the worst data compared to the other regions of the North West and the country system in terms of available seats in relation to kilometers (4,270 compared to 7,694 in the NO and 4,696 in Italy); the data indicates a strong problem of infrastructure, but also of the provision of vehicles which do not guarantee Ligurians the full right to mobility.

“Remaining with services, the second negative data concerns the separate collection of urban solid waste, where Liguria is fourth to last at a national level with a percentage of 40.6 percent compared to 68.1 in the north-west and 60.2 in the system Italy. On the environmental issue, the BES also notes alarming critical issues with respect to the population exposed to the risk of floods (Liguria with 17.4 percent stands out compared to the north west with 5.9 and the Italian system with 11.5), and landslides (Liguria 5.9 percent, North West 1.5, Italian system 2.2)”.

“Remaining on environmental issues, another negative element is that of the production of electricity from renewable sources which relegates Liguria to last position and far behind in comparison with the north west and the rest of the country (7.0 Ligurian data, 25.1 NO data , 30.7 given Italy) “Instead of the regasifier looking to the past, it would be much more useful to think about how to implement the production of renewable energy – comments Calà – The reality that emerges denotes a lack of vision and the risk of Liguria being marginalized in the scope of the national panorama with the aggravating circumstance of cuts to resources by the Government”.

“With respect to work and healthcare, the BES confirms, with all due respect to the regional offices, our data: Liguria stands out for low work intensity (11.6 percent, compared to NO with 5.2 and Italy 9.8) , therefore few days worked and consequent low incomes and with the lowest impact on transformations from precarious to stable work (19.2 percent compared to 26.9 in NO and 22.4 in Italy). The difficulties in healthcare are well known and are highlighted, for example, in the renunciation of health services by Ligurians: 7.8 percent of Ligurians renounce treatment compared to 7.5 of those living in the North West regions and 7.6 of the country system” he concludes.

“The CGIL has discovered that the Po Valley and the large urban centers exist in the main regions of the North-West, while Liguria, in fact, has over 80% of mountainous territory and torrential waterways – so the Lista Toti in response to the statements of the CGIL secretary Calà -. “As for the economic data, we resign ourselves and are satisfied with the jobs created: more graduates and quality ones. Even the CGIL will sooner or later resign itself to the fact that repeating wrong analyzes endlessly does not make them true”. And there was no lack of a rejoinder from the CGIL: “Everything is not bad in Liguria. There are also things that work that we leave to political propaganda. The data on work processed by the CGIL Genoa and Liguria Economic Office are taken from uncontestable official sources, namely Istat for employment and INPS for hiring”.

“The new hires are subordinate workers and are not self-employed and therefore, the figure of 87.5 per cent of the new hires refers to precarious work and concerns exclusively dependent work. In independent work in Liguria there are two problems: the first is that it has grown abnormally compared to the average of the north-west and the national one and the second, which the Region shares with the CGIL, is that part of the use of VAT numbers serves to mask employed work, effectively increasing the numbers of precarious subordinate work”.

“Liguria is physically located in the north west and the geography is not, at least until differentiated autonomy passes, refutable and the north west is not just the Po Valley. Liguria can therefore be perfectly classified in terms of social, economic and productive structure in the North West, so much so that the macro area is one of the items used by the statistics. Finally, it is underlined that, contrary to what is claimed by the Region, the Ligurian economy is not mainly based on tourism: employment in Liguria does not see trade-tourism as the first sector, but rather other service activities which represent half of overall employment in Liguria”.

“Finally, with respect to vouchers, the source to consult, for at least a decade, has been the INPS” concludes the Ligurian union.
