Dal Mase gives the green light to the decree on overcoming the single national electricity price

The reference price will maintain the name of PUN Index GME and will start from January 1, 2025, according to what is stated in the Mase decree

After Arera’s positive opinion on the Mase decree draft for overcoming the Single National Price, the Minister of the Environment and Energy Security Gilberto Pichetto Fratin signed the provision entitled “Updating Pun Index calculation methods” implementing the provisions referred to in article 13 of the legislative decree of 8 November 2021, n. 210, as amended by article 19 of the legislative decree of 9 December 2023, n. 181, converted with amendments by law 2 February 2024 n. 11, which will start from 1 January 2025.

WHAT THE DECREE PROVIDES

The decree establishes criteria and conditions for the application of zonal prices on the wholesale electricity market also for the valorisation of purchase offers and guidelines for the definition by the Authority of a transitional equalization mechanism between end customers which takes into account of the contribution to the flexibility and efficiency of the system as well as the needs to promote competition in the market. “The GME – informs a note – will calculate the reference price of the electricity traded within the aforementioned market, as an average of the zonal prices weighted by the quantities purchased in relation to zonal portfolios withdrawn in each geographical market area”.

The terms and methods for overcoming the equalization mechanism, we read in the decree, may “eventually” provide that the “timescales for overcoming said mechanism are also differentiated on a transitory basis on an optional basis, for the different categories of end customers in reason of their different contribution to the flexibility and efficiency of the system” as well as “the different needs for promoting competition in the market with reference to said different types of customers”.

PUN INDEX GME WILL KEEP THE NAME

The reference price “will maintain the name of PUN Index GME and will constitute, as expressly provided for by the Ministerial Decree in question, the reference index, among other things, for the listing of long-term electricity contracts”, we read in a note.
