The Region says whether it is true that “out of the total allocation of 495,976,022.77 euros made available by the government for emergency payments, only just over 180 million euros were requested by the public administrations concerned”.

The Carroccio then recalls that a subsequent ordinance of January 2024 allocated another 83 million for 533 interventions reported by the Region.

The council responded that “the responsibility for monitoring control lies with the commissioner. It is true that there is an allocation of 485 million euros and that, compared to the amount disbursed, it represents 37% of the resources allocated”. The two ordinances, the Region recalled, provide for a disbursement mechanism in 2 phases: 40% advance and the balance of 60%. The final concentration, however, “gives a misalignment between the progress of the construction sites and the financial reporting. The latter must be reconciled with the accounting structures of local authorities. To get the balance you must show the proposed insurance compensation. Added to this are the technical times for testing the works. But all this is often not aligned with the closure of construction sites. The council is asking the commissioner to review the 60% balance, to provide for a different redistribution of the figures in the state of progress. Perhaps we could think not of 60%, but of another 30% to be given to businesses. The Region has already had an advance of 38 million for emergency sums”.

The League responded that 90% of the construction sites have been completed. This means that the Democratic Party’s “narrative about the flood is wrong. Until today the Region has said, for months, that there was no money. But his answer today is that the money is there and is being spent, financing the construction sites. We thank the council for telling the truth.”
