The Como council has declared the public interest of the project proposed by Rugby Como – but formally presented by the Varese company Sport Più – to completely redevelop the 33 thousand square meters of the sports area in via Longoni (the other phases of the process are the Vas and the final arrival in the city council). The request for public contribution for the works is 2.7 million, while the contribution for the financial year is 2.5 million (requested percentage of public contribution on capital account equal to 30.92%; requested percentage of contribution for operating fee 15 ,80%). The overall value of the concession is quantified at 15,820,000 euros, the operating costs at 5,625,000 euros and the amount of works, maintenance and technical expenses at 8,895,311 euros. The fee paid to the Municipality was quantified at 550 thousand euros. Of the planned public funds: 766 thousand euros will come from Pnrr funds, 237 thousand from the Lombardy Region and 1,746,500 from the Municipality.

The project envisages an authentic revolution with the construction or renovation of the synthetic grass rugby pitch and changing rooms, an 870 square meter climbing gym, an 8-player synthetic football training pitch, a pump truck circuit for bikes, three padel courts, a 1300 square meter pump track, an 83-space car park, a green path and a restaurant building.

The following goals have been set for the administration’s economic intervention:

1) The maximum contribution to be paid by the Municipality of Como for investment in works (including works, maintenance, technical expenses and legal charges if applicable) cannot exceed the amount of €2,750,000.00; in any case, if the investment in works decreases, the contribution will remain fixed at a maximum of 30.92% (on investment in works), as a fixed percentage;

2) The maximum operating contribution paid by the Municipality of Como cannot exceed the amount of €2,500,000.00 (to be paid in the amount of €100,000 for 25 years); in any case, if the overall value of the concession decreases, the maximum ceiling will still remain set at 15.80% (on the value of the concession), as a fixed percentage;

3) The works must be organized into three functional lots, which can also be activated simultaneously, in order to separately account and report the contributions to the donors, by 2026. The interventions must be completed strictly by 31.12.2025. In the event of failure to comply with the above terms, the Municipality of Como will not be required to pay the contributions revoked, due to delays, by the granting bodies and in any case the investment in the works will remain unchanged;

4) The “maintenance” items must include all types of necessary maintenance, expressly including the costs for revamping the systems and resurfacing the synthetic surfaces of the pitches;

5) The sports facility must be returned, at the end of the concession, in good condition, so as to guarantee that it does not require extraordinary maintenance for a further 5 years. To guarantee the above, at the beginning of the fifteenth year of the concession, an adequate guarantee issued by a primary banking or insurance institution must be presented;

6) Profits relating to advertising activities must be defined and valued in the economic and financial plan, with the Municipality of Como reserving the possibility of a possible reasoned refusal to proceed with the advertising of brands or products;

7) The opening of the sports center must be guaranteed for at least 300 days/calendar year;

8) There must be a discounted rate for residents of the Municipality of Como with the following percentages: -30% disabled people; -20% people under 14 years of age; -10% people over 14 years of age;

9) On the income statement front, in the event of an increase in the profit before taxes (reference threshold) the amount relating to exceeding the threshold will be divided as follows: 70% of the rent in favor of the Municipality of Como; 30% in favor of the operator; the expected fee (table 1.3 Costs) cannot be reduced in the event of a decline in pre-tax operating profit (reference threshold).
