Civitavecchia, 29 December. (Adnkronos) – The new Management Committee of the Port System Authority of the Central-Northern Tyrrhenian Sea took office this morning, following the designation by the Lazio Region of its representative, Eng. Giorgio Pineschi, who joined the representative of the Municipality of Civitavecchia, arch. Emiliano Scotti, already designated in recent weeks. To date, only the designation of the Metropolitan City of Rome Capital remains to be finalized, necessary to complete the composition of the collegiate body.
The Management Committee met for the first time under the presidency of the President of the AdSP Mtcs, Raffaele Latrofa, and was called to decide on the ratification of the presidential decree of 16 December, relating to the fifth emergency change to the 2025 budget forecast, adopted by the President at a stage in which the Committee had not yet been reconstituted. The members of the Committee unanimously approved the fifth emergency change to the 2025 budget forecast.
“The establishment of the Management Committee before the end of the year represents a step of great institutional importance – declared the President of the ADSP Mtcs, Raffaele Latrofa – because it allows us to fully restore the collegiality of decisions and to formally start the new four-year period of activity of the Authority’s governing body”. During the session, Latrofa added, “I felt it was my duty to share with the Committee a summary of the work carried out by the Authority in recent months, starting from my installation first as Extraordinary Commissioner and subsequently as President. In a phase characterized by delicate institutional transitions, the Body’s action has focused on restoring the full operation of the bodies, on administrative continuity and on strengthening the organizational structure, while at the same time guaranteeing the regularity of acts and procedures”.
“At the same time, a work of reconnaissance and relaunch of the main strategic dossiers was started, starting from the reactivation of the procedure for updating the System Strategic Planning Document, preparatory to future changes to the Port Regulatory Plans, and from the process of defining a new macrostructure of the Institution, also developed through constant comparison with the trade unions”.
“Careful monitoring of the works underway in the ports of Civitavecchia, Fiumicino and Gaeta was also ensured, including those also financed with resources from the National Recovery and Resilience Plan, in order to guarantee compliance with the timetables, the correct implementation of the interventions and the effective use of public resources”.
“We have also started the preparation of the new tender procedure for the shuttle service, following the TAR ruling which annulled the previous procedure, taken charge of the main dossiers relating to the dispute through an overall due diligence and guaranteed the solidity of the economic-financial management, with the preparation of the budget change ratified today and the budget forecast for the 2026 financial year”. In this framework, concluded the president, “the preparation of a Memorandum of Understanding with CONI also fits, which will be signed in the first days of January. 2026 can open with the approval of the Three-Year Operational Plan, which will constitute the compass of the Authority’s action and of my mandate as President, in the name of transparency, institutional collaboration and the full valorisation of skills”.
