A 15 month old baby was bitten by two pitbulls to Campolongo (Salerno) this morning and died from his injuries. There is still little information acquired by the police who are on site. The dogs are owned by a friend of the victim’s mother.

The child’s mother was also injured defending her son. According to initial reports, her life is not in danger. According to what we learn, according to an initial reconstruction, the little boy was in his uncle’s arms when, leaving the house, the two dogs bit the child, literally tearing him from the arms of the man, who remained unharmed. The incident happened in the square in front of a two-storey house. The dogs would be owned by friends of the child’s family, who would no longer live with the couple but would have left the dogs there.”

“He was literally torn from his arms and bitten. The veterinary service will take both dogs which were not owned by the family affected by this tragedy but by another family who lives in this same house. It was a ferocious attack and despite even one of the child’s uncles intervened to try to free him, there was nothing that could be done.” This was stated by the mayor of Eboli (Salerno), Mario Conte. “It all happened suddenly, in a few moments and no one can explain how it could have happened as these dogs have always been there. The child’s family should be renting this house. It’s a tragedy that has shocked the whole community. And it must be a warning to those who own these dogs who are unfortunately particular, with special needs. Those who have these dogs must be very careful. Here we have lost a small child, something that affects everyone worrying incidents have occurred.”

From what the mayor also learned, “there should also be the lady who owns the dogs who is currently close to the child’s mother” on site.

A request to the legislator to “regulate the detention of certain types of dogs which too often are also chosen by people not able to manage them correctly” comes from Oipa, the International Organization for the Protection of Animals after the killing today in the Salerno area , of a 15-month-old child by two pit bulls. At a local level, explains the Oipa, “some Municipalities, such as that of Milan, have regulated the matter by providing for the granting of licenses for the keeping of certain breeds or similar breeds”.

But how to manage a so-called ‘dangerous’ dog and what does the law say about their management? Oipa responds that, first of all, there is no list of dogs considered “dangerous”. “In 2006 the Ministry of Health issued an ordinance concerning the ‘protection of public safety from dog aggression’, which included a list of dog breeds considered dangerous. Subsequent ordinances then abolished this list due to the relative uncertainty and, above all, racial discrimination”. “Currently the dangerousness of a dog is determined depending on specific facts”, explains the lawyer Claudia Taccani, head of the Oipa Legal Office.

“In the event of a bite or fight between dogs, in fact, the dog and its owner are reported to the ASL veterinary service, which keeps a register of dogs declared aggressive, and are obliged to follow a training course. The course is organized by the Municipality, together with the veterinary service of the local health authority, making use of the collaboration of the professional associations of veterinary doctors and animal protection associations, the obligation to stipulate is triggered an insurance policy and the obligation to use a leash and muzzle in the streets and in places open to the public”.

“Maybe the dogs thought the baby was a danger since they had never seen him.” Milena Santoro, the sister of the mother of the child bitten and killed by the two pit bulls, told journalists. “The dogs – explained the child’s aunt – were already locked in the room when I arrived. I didn’t even see the little one, who was my nephew. The mother is my sister. She told me that the dogs attacked him directly I don’t know if he was in his mother’s arms or in someone else’s arms: my two brothers were also in the house, maybe he was in the arms of one of them, I think so.”

“The dogs – the woman continued – didn’t know the little one because when he went out, they were closed. Maybe they ran away from the room when they saw him. They belonged to a friend of mine who lives here. We knew them, but they never met. throw yourself on us. My sister only came here last night to her friend’s house with the baby. She slept here with the baby’s father, however.

Codacons, 70 thousand attacks every year

“After the Eboli tragedy, where a 15-month-old baby was mauled by two pit bulls”, the Codacons returns to ask “loudly for measures to guarantee the safety of citizens and limit the phenomenon of potentially dangerous dogs”. “Beyond the specific case and the dynamics that caused the attack”, according to Codacons “there is no doubt that there are breeds of dogs that are potentially dangerous for humans, and that their spread in the territory is rapidly increasing also due to fashions and trends of the moment – states Codacons – Regardless of the education given to your animal, it is universally recognized that some breeds, for example pit bulls or rottweilers, due to their particular physical characteristics (power, robustness, teeth) can cause injuries lethal in case of bite”.

“Precisely for this reason, and obviously without demonizing animals, we have long been asking for a mandatory license for those who own particularly powerful and potentially dangerous dogs. The bite of a Pomeranian, in fact, certainly does not cause the same wounds as the bite of a pit bull. having eliminated the list of 17 at-risk dog breeds introduced by former Minister Sirchia has effectively canceled any obligation for their owners, with negative consequences on the safety front. A list which, also in light of the Eboli tragedy, should be reinstated , considering that every year in Italy there are around 70 thousand attacks against humans by dogs, and that not all breeds are suitable for everyone”, concludes Codacons.
