The Chamber of the Chamber confirms the confidence requested by the government on the Budget: the votes in favor were 219, the votes against 125. In Montecitorio, where the Minister of Economy Giancarlo Giorgetti is present, the night session continues with the examination of the agendas. The final vote will take place by 1pm tomorrow, Tuesday December 30th.

The League’s agenda

Restoring the incremental flat tax for the 2026 tax year on the 2027 tax returns, making it an optional and alternative instrument compared to adhering to the composition with creditors: this is what the League asks for in an agenda first signed by Alberto Gusmeroli, recalling that in 2019 the party presented a bill on the subject for a flat tax on income increases between one year and the average of the previous three years, then included in the enabling law for tax reform and implemented, however, only in 2023. In another agenda signed by Luca Toccalini, Salvini’s party returns to ask for “regulatory initiatives aimed at introducing a flat tax for young people to counter the phenomenon of their flight abroad and the loss of human capital” and underlines that it has proposed as an amendment a flat tax to support young people under 30 with the aim of “incentivising stable contracts and adequate salaries and encouraging the return to Italy of under 35s” but that “unfortunately for reasons of charges and coverages the proposal could not find light”. Finally, an agenda first signed by the deputy Virginio Caparvi, “commits the government to evaluate the opportunity to adopt the appropriate regulatory initiatives aimed at suspending, compatibly with public finance constraints” the increase in pension requirements which will start progressively from 2027.

Forza Italia’s agenda

Forza Italia, in an agenda, asks for more powers for condominium administrators in the management of the condominium tax drawer and in the implementation of the condominium registry. The objective is to involve them as “support in terms of security and combating tax evasion”, particularly in areas with a high tourist density. On another agenda. FI invites the government to evaluate the opportunity to adopt “initiatives, including of a regulatory nature, aimed at protecting companies operating in the hairdressing sector from the phenomenon of illegal practices”. “As reported by the trade associations – it is recalled in the text – the hairdressing sector records a strong illegal activity, a phenomenon that damages regular businesses in terms of turnover and damages the State in terms of undeclared income”.

Fratelli d’Italia agenda on the earthquake in Central Italy

Adopt “extraordinary measures”, on the occasion of the tenth anniversary of the “so-called Amatrice earthquake”, to accelerate the “reconstruction and repair of the territories affected by the seismic events of 2016 and 2017”, guaranteeing “citizens and businesses the necessary support to avoid the abandonment of the territories”. It is the commitment that FdI deputy Paolo Trancassini asks the government with an agenda.

From the majority rain of micro-interventions, from festivals to cycle paths

From the permanent exhibition on the rural traditions of Rocca San Casciano to the Verdi festival of Parma and Busseto, from the completion of the new multifunctional Sports Hall in Lucca to the construction of a new high-speed train stop between Fidenza and Soragna (Parma). These are some of the micro-interventions requested through the agendas of the Maneuver by the majority. Among these, the signature of the FI deputy Marta Fascina also stands out, calling for measures for the water crisis in some areas of Campania. There are many agendas that look at interventions in the area. In one signed by Irene Glori (FdI), “adequate contributions” are requested for the municipalities of Prato and Quarrata intended for the Prato textile district. One from the League, signed by Andrea Giaccone, asks for further resources “in favor of small municipalities with a population of less than 1000 inhabitants”. Forza Italia, in an agenda by Alessandro Battilocchio, asks for a contribution of 500 thousand euros over two years for “the second section of the cycle/pedestrian path” along the provincial road 3/A Braccianese Claudia Tolfa-Allumiere. It then ranges from resources for the Italian Institute of Technology in Genoa (FdI and Noi Moderati ask for it) to funds for fighting associations (an agenda of Forza Italia asks for it). There have also been various interventions in the field of transport: from the request (by FdI) to evaluate the extension of the Rome metropolitan lines to that (by the League) to encourage the completion of the interventions on the Milan metro, up to the fi FdI agenda which asks for resources to convert the trains on the Vicenza-Schio route from diesel to electric.

Conte’s agenda on stopping military spending

Eliminate allocations to the arms sector and support for health, education and green investments. This is what M5s leader Giuseppe Conte asks for in an agenda for the budget maneuver. The text, in the introduction, underlines how the Budget lacks measures for growth and to this is added a “climate of international tension and uncertainty which the executive has translated into an unprecedented arms race, as requested by the European Union with the 800 billion rearmament plan, in which political priorities on central issues such as the green and digital transition, healthcare, education and the green economy, give way to the strengthening of the production capacity of weapons and ammunition”. The agenda therefore commits the government to “reconsider the allocations foreseen in the Ministry of Defence’s estimate, adopting the appropriate initiatives aimed at replacing the military expenditure referred to in the introduction with those for: health spending, investments that promote competitiveness, support for production and industrial chains, incentives for employment, education, green investments and public goods” and to “integrate the measures contained in the provision under examination with the adoption of further initiatives” on the growth sector.

Opposition to the attack

Meanwhile, the opposition attacks: they accuse the executive of having reduced Parliament to “paper pushers”, with a debate once again “mortified”. The Democratic Party, among other things, with Claudio Mancini, recalled a video in which Giorgia Meloni, in opposition in 2019, highlighted the fact that “there is no parliamentary democracy when Parliament cannot discuss the Budget Law”. For Fratelli d’Italia, however, the text “combines growth, stability and equity”. And it contains, in the words of the Italian Roberto Pella, “concrete measures for the Regions and Municipalities and territorial equity”. “It is a breathless maneuver, with which the government is leading us into a dead end”, accuses the Dem group leader in the Chamber, Chiara Braga. M5s is also attacking a “Maneuver of horrors that continues to cut into social issues”, accuses Davide Aiello. “Classist measures that take from the lower classes to give to the rich”, says Marco Grimaldi of Avs. While Azione, with Elena Bonetti, highlights what has been included in the race for growth at the request, he claims, of Calenda’s party. “It is wrong – the former minister highlights among other things – to use the Maneuver to carry out broad-based propaganda”.
