The first corporate act of the Bianconi management is ready. Tomorrow, barring unforeseen events or postponements, a meeting between the ASL management and the unions is scheduled. As is usual practice, the plan will then be examined by politics, at the mayors’ conference, where the first obstacles will probably arise.

As is known, the act of corporate autonomy is the document that contains not only the organization and the government articulations of the ASL but also its relationships with local authorities, the Region, unions and citizen representatives. A text of crucial importance, because it could contain some innovations relating to peripheral hospitals, such as Montefiascone and Ronciglione. There should also be references to the Acquapendente hospital, which is about to be changed and renovated, and also to the hiring policies that the company intends to carry forward in the future, based on the plan drawn up by Pisana for over 700 permanent hires by 2025.

Certainly, the act will better understand the modus operandi that Commissioner Egisto Bianconi intends to build during his mandate, which began in March 2023. Up to now, Bianconi has in fact acted on the basis of the previous document, launched amidst a thousand controversies by former general director Daniela Donetti. In that case, however, it was only an “adjustment”, moreover issued a few weeks before his farewell. Now, as everyone hopes, starting with Bianconi himself, the music should change. Yes, because Governor Rocca has made it clear that the company’s acts will undergo upheavals.
It remains to be seen what the changes will be.
In the address act approved by the regional council, in fact, it is written that the working group in charge of drafting the device has detected “the strong need for a profound revision of the act dated 2014, as it is outdated in content and lacks references to important regulations such as ministerial decrees 70/2015 and 77/2022”. It remains to be seen what these changes will be. For the moment the text remains secret, since only the management and, tomorrow, the unions have a copy. At the conference of mayors, copies will be provided to the mayors. We will have to wait for approval to begin to see the first contents. Everything will depend on what problems will arise at the local conference for health, the body that includes the 60 mayors of the province, divided for political reasons after the last round of administrative elections.
