MESSINA. Messina is among the 236 Sicilian municipalities that today they have not approved the management report for 2023 and for which the commissionership starts now. The regional official who will arrive at Palazzo Zanca carry out the activities necessary for approval, assuming the substitute functions of the defaulting bodies until approved by the City Council, it is called Mario Teresiappointed commissioner ad acta by the regional councillor for local authorities, Andrea Messina.
The municipality of Messina, like other municipalities, should have approved the final budget by April 30but the document, despite requests from the region, has not yet arrived at the city council and included in the agenda of the classroom work (therefore everything the approval process in the commission and the vote by the councillors).
The administration is a compulsory replacement intervention by the Region, which “guarantees accounting regularity and transparency towards citizens”. The commissioners, who belong to the inspection body of the Region, at the Department of Local Authorities, at the time of their installation will verify the status of the procedure, and will prepare the documents necessary for approval with the powers of the Council, to then transmit the document to the municipal council, which will have to approve it within thirty days, under penalty of “substitutive” approval by the commissioner himself which could generate sanctions such as suspension and subsequent dissolution of the city council. The province of Messina has the record number of municipalities placed under special administration for failure to approve the 2023 budget: in fact, they are 64, are 108the local authorities in default, more than half (also because Messina is the Sicilian province with the most municipalities). 26 have been placed under special administration in the province ofAgrigento16 a Caltanissetta30 a Catania11 a Anna54 a Palermo8 a Ragusa12 a Syracuse and 15 to Trapani.
