Differentiated autonomy, Mattarella signs the law: obvious unconstitutionality aspects excluded

The president of the Republic Sergio Mattarella has promulgated the framework law on thedifferentiated autonomy, definitively approved by the Chamber on 19 June. The provision will therefore come into force 15 days after publication in the Official Journal. The signature of the head of state came after a quick examination excluding existence of profiles manifest unconstitutionality of the text, despite the Colleague being asked by many to exercise its power of referral to the Chambers (possible only once).

The reform, the League’s electoral flag, defines the legislative and administrative procedures for the application of the third paragraph of thearticle 116 of the Constitutionwhich allows the Regions to ask “further forms and particular conditions of autonomy” in a list of 23 matters that currently fall under the concurrent or exclusive jurisdiction of the State. In 14 of these matters, the agreements can only be closed after the definition of the Lep, the essential levels of performance throughout the national territory, which must be established by the government.
