This morning, with the deposition by the Provincial Commander, Colonel Eugenio Bua, of a laurel wreath at the commemorative plaque in the barracks headquarters of the Provincial Command of the Guardia di Finanza, named after Fin. land Ernesto Romano, “Bronze Medal for Military Valor in memory”, the celebrations of the anniversary began, characterized by a ceremony organized in the afternoon, in the evocative setting of the square overlooking the Arch of Trajan, in the presence of the highest civil authorities , military men and women religious of the Province, the Financiers in service and a representation of the retired soldiers of the National Association of Financiers of Italy of Benevento and Amorosi.
After reading the greeting message from the President of the Republic, Sergio MATTARELLA and the “Special Order of the Day” from the Commander General of the Guardia di Finanza, Army Corps General Andrea De Gennaro, the speech by Colonne Eugenio Bua with which , underlined the solemnity of the ceremony, evocative of the history of an institution and of the men and women who have embodied it for 250 years, whose distinctive feature was the ability to evolve “in tradition in the future”, developing an action at the service of the country, capable of intercepting the course of ongoing transformations and remaining constantly aligned with the changing needs for intervention, up to the social and economic scenarios that characterize today’s operating context.
During the speech, Col. Bua summarized the activity of the Guardia di Finanza of Benevento in 2023 and the first 5 months of 2024, illustrating the most significant results and thanking the yellow flames located in the area for their efforts.
At the end of the event, the delivery of moral rewards to the soldiers who distinguished themselves most in carrying out the multiple service activities.
OPERATING BUDGET FOR 2023 AND FIRST 5 MONTHS OF 2024.
In the period considered, the Benevento Financial Police carried out approximately 2,000 inspections and concluded 668 investigations delegated by the ordinary and accounting judiciary in all areas of its institutional mission.
FIGHT AGAINST TAX EVASION, AVOIDANCE AND TAX FRAUD
The action of the Corps in the Revenue sector is aimed at the objective of concretely achieving the reduction of tax evasion, contributing to the increase in revenue from assessments and guaranteeing, within the scope of judicial police activity, the apprehension of assets unduly accumulated through the commission of tax crimes.
In the current scenario, the action of the Guardia di Finanza, as an integral part of the governance and control system of the PNRR, assumes primary importance to guarantee, together with all the other institutional actors, the correct implementation of the initiatives to relaunch the economy, maximizing the efforts of the country system and avoiding undue use of resources, ensuring the correct use of public funds that support the national economic fabric, making it possible to alleviate the conditions of hardship in which citizens may find themselves and the achievement of the objectives of well-being, growth and development, which they are aiming for.
The control activities are calibrated through the adoption of differentiated intervention methodologies, consistent with the assessments of the risk of evasion and/or fraud which take into account the peculiarities that characterize each economic-territorial reality.
The indicated methodological approach, during the reference period, resulted in the execution of 282 inspection interventions, 38 of which against “Total tax evaders” and 92 investigations delegated by the judiciary.
The hidden tax base, detected during the tax verification and control activities, is over 47,493,141 euros, of which 21,345,114 in respect of total tax evaders, with a higher VAT tax recorded for a total of 14,587,934 EUR.
There were 74 subjects reported for irregularities constituting tax crimes, while the amount of the value of the seizures for the illegal acts discovered was 1,537,901 euros as well as 2,300,414 euros relating to the discovery of compensation/reimbursement of credits not due .
The commitment to combating irregular employment positions made it possible to discover 112 illegal and/or irregular workers and to register 66 employers.
FIGHTING CRIME IN THE SECTOR OF THE PROTECTION OF PUBLIC EXPENDITURE
The work of the Fiamme Gialle of the province, by virtue of the peculiar attributions of the Corps in the specific matter, has resulted in numerous interventions, including those carried out autonomously and those delegated by the ordinary and accounting judiciary, to protect the main expenditure flows, from procurement to business incentives, from healthcare spending to payments from the social security system, from European funds to liability for tax damages.
Specifically, the checks on subsidized social benefits, out of a total of 279 interventions carried out in the sector, resulted in complaints to the Judicial Authority against 78 people, 65 of which concerned offenses connected to the illicit apprehension of the “citizen’s income ”, for an amount of unduly received contributions of over 1,200,000 euros.
With reference, more generally, to the sector of the protection of legality in public administration, 15 people were reported for crimes relating to corruption and other crimes against the public administration.
FIGHTING ORGANIZED AND ECONOMIC AND FINANCIAL CRIME
There is a widespread need to combat any form of infiltration of organized and economic-financial crime into the business and financial fabric of the province, in order to repress it even more pressingly in the current scenario of post-emergency economic recovery.
The action aimed at preventing and repressing the laundering of illicit capital in order to prevent its introduction into the healthy economic and financial fabric of the country, was based, on the repressive level, on the execution of targeted investigations by the judicial police and, on the preventive level, on the in-depth analysis of the reports of suspicious transactions sent by the subjects obliged under the anti-money laundering legislation.
The work continued to strengthen the development of asset assessments in application of the anti-mafia legislation, also towards subjects characterized by “economic-financial danger”.
This sector includes asset assessments against 88 subjects, of which 51 natural persons and 37 legal persons, following which assets worth approximately 4,811,000 euros were subjected to seizure.
1,263 checks were carried out following requests received from the Prefects of the Republic, most of which referred to checks functional to the release of anti-mafia documentation.
In contrast to the bankruptcy crimes, the service action carried out allowed the ascertainment of distractive conduct for 557,386 euros, the reporting to the AG of n. 32 subjects.
Significant are the results obtained in the fight against illicit trafficking, ensured through careful control of the provincial territory, for the acquisition “in the field” of useful elements for the integration and updating of the monitoring and analysis activities of the economic fabric. financial of the territory, as well as for the immediate repressive intervention with respect to any ongoing illicit trafficking, in which the territorial, investigative, air-naval and special components of the Corps participate, integrating the various skills, also through the implementation of coordinated action plans ‘action.
In this context, the seizure of approximately 721 g was recorded. of drugs of various kinds and the reporting to the AG of 10 people, 6 of whom are under arrest.
The interventions to protect the environment have made it possible to report no. 9 people and seized 16 lands with special and industrial waste deposited there.
There were numerous results against counterfeiting, protection of Made in Italy and the protection of product safety, where 61 interventions were carried out, in execution of planned devices, which led to the reporting to the AG of 21 subjects and n . 26 reported for administrative purposes and the seizure of approximately 524,000 products of various kinds.
THE COMPETITION IN PUBLIC ORDER AND SAFETY SERVICES
The competitive contribution to the protection of order and safety requested from the Corps in the provincial context, according to the relevant regulatory provisions, was ensured in compliance with the directives issued by the PS Authority, in the extent and in the manner dictated by the needs who presented themselves and by coordination with other police forces for the control of the territory and for the needs related to demonstrations, sporting events, important meetings and other events.
