Treviso – Three textile workshops in conditions of absolute degradation, with the employment of an irregular worker, as well as repeated violations of urban planning regulations, all irregularities so serious that they led the financiers to urgently seize the three buildings and 69 machinery and workbenches. The Fiamme Gialle of the provincial command carried out targeted inspection activities to protect “Made in Italy”, with four separate checks at as many textile companies in the Treviso area, with offices in Villorba, Spresiano and Preganziol.

With the support of Fire fighters, SPISAL, Labor Inspectorate and ARPAV of Treviso, as well as with the contribution of the municipalities involved, the financiers discovered the irregular laboratories: the entire activity was then validated by the investigating judge of the Court.

The administrators of three Chinese companies, who operated on the basis of orders received from local companies, were reported to the Prosecutor’s Office, in various capacities, for violation of the rules aimed at preventing fires and accidents in the workplace, exploitation of workers and execution of illegal construction works. On fire prevention, the violations found concerned the failure to maintain the fire extinguishers every six monthsthe impracticability of escape routesthe lack of signs indicating the location of fire extinguishers, hydrants and fire-fighting equipment.

To these were added several violations of safety regulations of workplaces, including the presence of machinery without safety devices in the moving parts, the poor hygienic conditions, the failure to carry out the Business Risk Assessment and the doctor’s appointment for the health surveillance, the failure to prepare the risk assessment and staff training document, the absence of safeguards emergency medical care. Regarding the violations in urban planning matters, it emerged that there had been violations in the three laboratories created seven illegal rooms, of which five are used dormitories and two kitchens. Workers they rested in the premises and refreshed themselves between work shifts, a circumstance which made it possible to hypothesize, for one of the textile companies involved, the gangmaster crime.

Finally, the in-depth analysis of the position of the four textile laboratories controlled made it possible to ascertain tax debts of over 1 million of euros by the 10 companies, all managed by foreigners, who, starting from 2013, have managed them: these are real “open and close” businesses who, after having become insolvent with the Financial Administration, transferred personnel and machinery to the subsequent ad hoc company, which continued to operate in the same place, with the same customers and suppliers, changing only the name and VAT number.
