Sidra Consultants, Spoto (MpA): “Workers hired without competition”

“We have had definitive confirmation that these 30 ‘consultants’ are workers hired in the absence of insolvency proceedings on the basis of a ‘personal trust’ granted by the president of Sidra spa. Indeed, it seems that some of them are made to sign a conciliation report ‘in the union’ pursuant to article 2113 of the civil code in order to avoid future disputes. And this is precisely because we realize that this is not consultancy but real subordinate work. This situation, the gravity of which seems not yet being well understood, led me to formulate a question in the hope of a definitive clarification”. This is what the MPA councilor Serena Spoto declared, who on the basis of what had already been declared in the city council, presented her with a written question requesting information “regarding consultancy contracts stipulated by Sidra spa for the years 2023 and 2024” and on the possible “tender announced for the identification of the temporary employment agency responsible for selecting the workersconsultants who currently carry out activities at Sidra”.

In particular, we read in the question, “from a reading of the documents published in the ‘collaboration or consultancy assignments’ section of the Sidra website, it emerges that in the period from October to November 2023, approximately 32 consultancy assignments were entrusted ( to be carried out in 2024). These assignments can essentially be attributed to two standard types of assignments: a first type at 12,000 euros per year (1,000.00 euros per month); a second type, the largest, at 19,200 euros per year (1,600 euros per month)”. Furthermore, “the vast majority of consultancy services entrusted by Sidra appear to concern tasks pertaining to an official or employee; many of these consultancy contracts have been reiterated (therefore these are consultancies which, strangely, take on a ‘stability’ character) and in many cases the CVs of the ‘professionals’ are not even attached”. During a session of the city council, then , the councilor Giuseppe Marletta “reported that the consultancy contracts were stipulated following a selection carried out by a temporary agency, but it would not appear that Sidra made use of a temporary agency or not”, while the same Sidra – we read again in the question – is “perfectly aware of the fact of stipulating fixed-term employment contracts in the form of consultancy, if it is true that the ‘workersconsultants’ are even made to sign a conciliation report, it is not clear whether before or after carrying out the activity, having unknown content”.
