CROTONE We go towards the modification of the Regional Waste Plan by introducing “the location criterion” called “landfill pressure factor”. In this direction, the Calabrian regional council, in the session of 21 June, approved resolution number 293, although it is not yet operational. It will become so after the approval of the Calabria regional council. Regional sources report that the issue did not find space on the agenda of the next session and will probably have to wait for the next one. The resolution approved by the Council could, however, have an indicative value at the decision-making services conference convened by the Ministry of the Environment for tomorrow. If the indications contained in the resolution approved by the Calabrian regional council were to be taken into accountthe Services Conference should identify a different path to Eni Rewind’s proposal, and not only that, to dispose of in Crotone that million tons of poisons currently crammed in the landfill built close to the sea, parallel to the consortium road that runs alongside the industrial sites of former Enichem and former Pertusola south. We are once again talking about the opportunity to reintroduce the pressure factor that the regional council had eliminated from the old waste plan last March 12th. This index is important because it would prevent the construction of new landfills or expansions of existing ones in areas where there is an excessive presence of waste plants. The reintroduction of the index would force Eni Rewind to review the project to dispose of that million tons of poisons in Crotone. That constraint would prevent the construction of new landfills as it would take into account the pressure index exerted by the existing one. In short, the quantity of existing landfills in Crotone would prevent the construction of new plants for disposing and processing waste. In approving the resolution, the regional council took into account “in particular” the content of article 196, paragraph 1, of the Legislative Decree “which provides that it is the responsibility of the Regions to define the criteria for identifying suitable places or facilities disposal and the determination of special provisions for particular types of waste”. It means that not even the Ministry of the Environment can impose its will on the Region. The new position of the Region also takes into account the fact that “it is necessary to integrate the localization criteria provided for in chapter 32 of the Regional Waste Management Plan with the localization criterion “landfill pressure factor”, with the aim of protecting the environment and of public health, to avoid the excessive concentration of such plants”. Account was also taken of the fact that “the Region has proceeded with updating the landfill census” and “including in the new survey the expanding volumes and the volumes authorized by contingent and urgent ordinances”. All issues that existed before the approval of the new regional waste plan. Therefore, the matter could have already been closed in March by reconfirming the pressure factor in the new waste plan, perhaps the area-wide one, but probably the siren song that arrived in Calabria was stronger than the existing rules. Better darts than ever. In Crotone we only hope that, before making the final decision, tomorrow we will take into account that the health of an entire territory is at stake.
