PAVIA – The Municipality of Pavia has launched an expression of interest to select economic operators who will provide the urban steward service to support the Local Police. The project aims to improve urban decorum and raise citizens’ awareness of prohibited behaviors in the city. The decision was made with management determination no. 88/15 of 24 June 2024.
The service will be entrusted directly through an electronic procedure on the regional e-procurement platform SYNTEL, managed by ARIA Lombardia. The stewards will operate in the historic center of Pavia, in a period of 12 months, with a presence of six people for at least five hours a day, from 10pm to 4am on Wednesday, Friday and Saturday. The total amount expected for the service is 81,967.21 euros (excluding VAT), which will bring the total amount to approximately 100,000 euros.
Interested economic operators must register on the SINTEL platform, accessible through the ARIA Lombardia website, and qualify for the Municipality of Pavia. Registration is free and does not require the submission of an offer. Interested parties must submit their expression of interest by 12:00 on 9 July 2024.
To participate, economic operators must possess specific requirements:
- Registration with the Chamber of Commerce, Industry, Crafts and Agriculture for activities consistent with the object of the procedure;
- A minimum global turnover of at least 81,967.21 euros in the last three years;
- Experience in the provision of similar services for a total amount of at least 81,967.21 euros in the three-year period 2021-2023.
The service will be awarded according to the lowest price criterion, as provided for in article 108 of the Procurement Code. It will be possible to award the service even in the presence of only one valid offer, provided it is deemed appropriate and convenient.
The Municipality of Pavia reserves the right to suspend, modify or cancel the procedure at any time, without the participants being able to make any claims. The documentation required for the electronic procedure includes Model A (Application for participation), Model B (Economic offer) and Model C (Specifications), which must be completed and signed digitally.
