Water in fits and starts in homes, Ferrara wants to ask for damages – Chieti

CHIETI. A long open letter to the aqueduct consortium company (ACA) to ask for “respect and truth” for the city. Mayor Diego Ferrara chooses the path of the open letter to the president’s ACA Giovanna Brandelli to complain about the difficult conditions caused by the continuous water closures and threaten a class action for compensation for damages.
CLASS ACTION
While thanking the Aca employees for their work in a black area for the sieve networks, faced with the new closures with pre-established but not respected times, the mayor announces a battle, including a legal one, through a class action for compensation for damages, against not so much the closures but the failure to respect the opening and closing times of the tanks. «In all these months I must give credit to the company’s managers and, above all, to the workers, for a relationship of mutual collaboration», writes Ferrara, «made up of timely reports and equally rapid and incisive interventions, every time we received a alert from the territory and citizenship. But summer 2024 promises to be the worst season for water supplies due to an autumn and, above all, a winter of drought. Exceptional weather conditions which add to the vulnerabilities of the network which, with so much effort, we are trying to resolve. Comparative photographic images of the catchment wells, between June 2023 and June 2024, are dramatic and comparable to scenes from disaster films.”
CALL THE MAYORS
Ferrara reports having telephoned the mayors of the district to better understand the situation. This is the picture drawn from the phone calls: in San Giovanni Teatino closures scheduled every other day with closing and opening times respected; in Francavilla rationing in the hills with night closures and respected timetables; in Spoltore these days there is a regular flow of water but until 10 days ago there were scheduled closures; in Pescara apparently everything is in order, the mayor Carlo Masci did not receive any reports or complaints; in Cepagatti daily night closures with respected times. «Given these findings», writes the mayor in the letter, «and in the face of a situation in our territory characterized instead by constant inconveniences caused by non-compliance with the announced timetables and, therefore, by the lack of a flow that does not allow families and businesses to organize myself, I ask Aca for respect, as mayor of a city that has been at risk for health and hygiene for weeks and with a high possibility of default of commercial establishments. Send us truthful bulletins where there is congruence between the times declared and those actually observed”.
MOCKERY
Faced with the reopening and closing times not being respected, the mayor clearly says that he felt made fun of: “My citizens and I are perfectly aware of everything, but we don’t want to be made fun of anymore”, we read in the letter, «a citizen who has to take a shower after a day of work or a public establishment that thrives on customers, especially in summer, can no longer trust a water cut warning set at 10.30pm and which instead materializes at 9pm, or of restoration which takes place at 9 in the morning instead of 6. As is known, I have always trusted in the correctness of institutional relations, but the current situation sees me on the side of the citizens, ready to raise the issue in the official forums for discussion between Municipality and society, but above all to undertake, with them, the path of a class action.” The next closures are scheduled for the nights between today and tomorrow, between next Tuesday and Wednesday and between Thursday 27th and Friday 28th June, always from 10.30pm to 6am.
