Agriculture, Emilia-Romagna: 2023 frost compensation and ground-mounted photovoltaics, Ministry says no to requests

Red light at proposal for adequate helpas in 2020 and 2021, for agricultural businesses that have lost production on the field last year due to frosts and other adverse climatic events, even if they have not benefited from compensation from insurance policies or mutual funds. AND no limitations on excessive land consumption fertile agriculture for the installation of ground-mounted photovoltaic panelsin particular on all land bordering motorways and production areas.

On compensation for climate damage and containment of so-called photovoltaic parks, the two ad hoc amendments to the ‘Agriculture Decree-Law’ (on ‘Urgent provisions for agricultural, fishing and and aquaculture, as well as for companies of national strategic interest’), proposed by the Emilia-Romagna Region.

“The rejection of these two amendments – states the regional councilor for Agriculture, Alessio Mammi– it is a serious mistake that impacts the consumption of fertile soil in Emilia-Romagna, and at the same time chooses not to guarantee liquidity to companies that have lost production. A missed opportunity to support agricultural businesses heavily affected by the damage caused by climate change and increase the aid intensity of the Agricat platform for businesses that have suffered disasters. Often, among other things, in territories then hit in the following months by the floods of May 2023″.

“Late frosts – adds thecouncillor– have caused production losses in the fruit sector during the 2023 campaign of up to 80%, with the risk that fruit supply chains will be seriously compromised by all the effects of climate change. We are talking about a strategic supply chain for the country and thousands of jobs. Agricultural businesses can get out of this increasingly complex situation only if adequately supported at a national level.”

Strong opposition and disappointment from the councilor Moms “also for the rejection of the amendment which intended to limit the installation of ground-mounted photovoltaics in fertile agricultural areas. The risk is that photovoltaic parks could become the new agricultural landscape of Emilia-Romagna. We are obviously in favor of renewable energy but not on fertile agricultural soil: the systems can easily be placed on roofs, car parks, motorway junctions and other places. I appeal to parliamentarians to recover these amendments and approve them, to give a concrete signal of closeness to our agricultural businesses”.
